Commission 6 • Worker Education
Questions & Discussion • 4 areas for input: • Definition of work • Discussion of the framework • Discussion on the current scenario • Discussion on the proposal to HRDC
Question 1 • Why not use the definition of the BCEA? • Does it include both public and private sector? • It includes both public and private areas to our labour law • Overall acceptance of the definition provided the task team • It does also cover the informal works and technical skills e.g. a plumber or electrician
Question 1 (Cont) • Employees that own shares in a company- should they be included? • Comments around the definition of the BCEA and proposed definition
Question 2 • “Current system”- does everyone agree with what is reflected as it currently exists? • The WSP needs to reflect it • Occupational nodes/ Vocational accreditation/Trade • Include induction programme • Senior management programme • Advocacy programme • We need to see more advocacy in the public sector
Points raised • Clear distinction between accredited and non-accredited programmes. Not “ad-hoc” or “structural programmes” • General acceptance of the proposed framework- but WE-TTT must consider ILO recommendation • W.E. paid E & T Leave • Must be a body to champion the framework • Given the Malaysian example advice to include professional body
Points raised • Proposal to add Pillar 4, to include; • Governance • M & E • Impact • Consider adult education • Via community college • Look at pilot programme • Include adults who have been lost to the system • Look at White Paper
