Background • NDAA FY2007 (P.L. 109-364) • The Under Secretary of Defense for Acquisition, Technology, and Logistics, USD(AT&L), in consultation with the Defense Acquisition University, shall develop a training program to certify military and civilian personnel of the Department of Defense with responsibility for generating requirements for major defense acquisition programs. • Requirements Management Certification Training Program, Joint Memo dated 1 Dec 2006 signed by PDUSD (A&T) and VDJ8 • DAU will assist in development and potential delivery of requirements management training with the intent to maximize on-line delivery as much as possible. • Requirements Management Certification Training Program, Joint Memo dated 9 Mar 2007 signed by PDUSD (A&T) and VDJ8 • DAU work with Services and Components to leverage existing learning assets and crosswalk requirements management competencies to these assets • Goal is to maximize on-line learning assets and only develop resident training where required.

  9. RQM 310 Title: Advanced Concepts and Skills for Requirements Management Method: In Residence (4.5 Days) Description: Studies the functions of RMs and of their supervisors. The course continues by examining the RM’s interactions with the Defense Acquisition System (DAS), within the Joint Capabilities Integration Development System (JCIDS), and with Functional Capability Boards (FCBs).   24. 2007 NDAA / Sec 801 SEC 801: REQUIREMENTS MANAGEMENT CERTIFICATION TRAINING TRAINING PROGRAM.— (1) REQUIREMENT.—The Under Secretary of Defense for Acquisition, Technology, and Logistics, in consultation with the Defense Acquisition University, shall develop a training program to certify military and civilian personnel of the Department of Defense with responsibility for generating requirements for major defense acquisition programs (as defined in section 2430(a) of title 10, United States Code). (2) COMPETENCY AND OTHER REQUIREMENTS.—The Under Secretary shall establish competency requirements for the personnel undergoing the training program. The Under Secretary shall define the target population for such training program by identifying which military and civilian personnel should have responsibility for generating requirements. The Under Secretary also may establish other training programs for personnel not subject to chapter 87 of title 10, United States Code, who contribute significantly to other types of acquisitions by the Department of Defense.

  25. 2007 NDAA / Sec 801 CONT SEC. 801. REQUIREMENTS MANAGEMENT CERTIFICATION TRAINING PROG (CONT) (b) APPLICABILITY.—Effective on and after September 30, 2008, a member of the Armed Forces or an employee of the Department of Defense with authority to generate requirements for a major defense acquisition program may not continue to participate in the requirements generation process unless the member or employee successfully completes the certification training program developed under this section. (c) REPORTS.—The Secretary of Defense shall submit to the Committees on Armed Services of the Senate and House of Representatives an interim report, not later than March 1, 2007, and a final report, not later than March 1, 2008, on the implementation of the training program required under this section.

Requirements Management Certification Training Program Memo (1 Dec 06) ….DAU will assist in the development and potential delivery of requirements management training with the intent to maximize on-line delivery as much as practical. We intend for this training to commence by 4th Quarter of Fiscal Year 2007……

Requirements Management Certification Training Program Memo (9 Mar 07) ….To leverage existing learning assets, DAU will work with the Services and Components to crosswalk these assets with the requirements management competencies. The goal is to maximize on-line learning assets and only develop resident training where required. Initial training and course development will target the “action officer” level. These are the individuals who either draft or review and comment on requirements documents as described above……
