  3. Purpose • Provide an overview of the Community Disaster Recovery efforts in Galena • Discuss lessons learned as they relate to the process of initiating and implementing long term recovery • Highlight “best practices” • Allow for Q&A from audience members

Why Long-Term Recovery for Galena • Over 250 residents evacuated • Nearly every home (approximately 264) was impacted by floodwaters and/or ice damage • Critical infrastructure damages: • Power • Water/Sewer • Levee • Natural Resource Impacts • Spill response and solid waste issues • Economic Impacts • Business operations suspended

Overview and Timeline • Water begins to rise in Galena: Memorial Day weekend 2013 • Flooding starts in Galena: May 27, 2013 • State disaster declaration and IMAT deployed: May 30, 2013 • First State/Community Meeting: June 24, 2013 • Community continues to have meetings throughout Response and Recovery • Community meetings held in Galena and Fairbanks: June – August 2013 • Federal Declaration – June 25, 2013 • Included activation of the National Disaster Recovery Framework (NDRF) at State’s request • Galena Recovery Advisory Council (GRAC) established – June 27, 2013

Community Meetings • Purpose • To keep all community members up to date on the response and recovery efforts in Galena • Galena liaisons assisted with this effort • Support from Tanana Chiefs Conference (TCC) • Newsletter was also developed to help keep community members informed • Panel member input on Community Meetings

Galena Recovery Advisory Council (GRAC) • Purpose • Bring together key sectors of the community to focus on short and long-term recovery efforts • Ad-hoc group that consisted of: • City, Tribal, School District, and community members • Weekly meetings • Response versus Recovery issues • Panel member input on GRAC

Overview and Timeline • Weekly meeting with GRAC: July – August 2013 • Community hires and state funds two (2) liaisons: July 2013 • Long-Term Recovery efforts suspended: September – November 2013 • Community hires and state funds a Local Disaster Recovery Coordinator position for Galena: November 2013

Local Disaster Recovery Coordinator (LDRC) • Purpose • Organize, coordinate and advance the recovery at the local level • Manage and coordinate the redevelopment and building of community • serve as the jurisdiction’s primary point of contact with the State Disaster Recovery Coordinator • Panel member input on LDRC

Overview and Timeline • GRAC transitions to Galena Recovery Planning Team (GRPT): December 2013 • GRPT develops initial list of issues/needs they would like addressed as part of the long-term recovery effort: December 2013 (150 under 6 RSF’s) • Stakeholder engagement meetings: Week of January 20 and January 28, 2014

  17. Galena Recovery Planning Team • Purpose • Replace the GRAC with emphasis on long-term recovery efforts • Members: • City Leadership • Tribal Leadership • School District • Community Representative • Business Representative • Panel member input on GRPT

Stakeholder Engagement Meetings • Purpose • Share GRPT’s list of issues and needs with community members • Solicit community input and possible additions • Preliminary prioritization of issues and needs • Life Sustaining • Quality of Life • General Improvement • 2 week process • Three RSF’s each week • Initial List expanded to over 200 issues and needs • Panel member input on Stakeholder Engagement Meetings

  19. Overview and Timeline • Top 30-35 Issues and Needs identified: February 2014 • Original 200+ issues and needs are assigned to five (5) categories • Recovery Support Functions • Single Agency • FEMA/State Joint Field Office (JFO) • Local Government • Duplicate item
