VENICE RSS 2012 – MAIN THEME ABSTRACT Recent operational experiences, either military or not, have emphasized the importance of the traditional roles of the Navies, which are again high in the maritime forces agenda. This goes along with the new roles developed to grant Navies a modern “raison d’etre”, vis-à-vis non traditional threats as illegal activities at sea. These latter remain anyway a significant priority and there is still for improvement not only in the inter-agency domain where Navies should play a pivotal role, but also in whatever contribution maritime forces might provide to maritime security, beyond their active participation in MSO. “From traditional roles to emerging maritime security challenges: Naval Forces improved effectiveness in a demanding environment”

  14. VENICE RSS 2012 – FIRST SESSION ABSTRACT Sometimes neglected, the traditional roles of Navies regained importance in the recent operational experiences. Classical warfare areas (ASW, AAW, ASUW, NGFS,) need to be adequately considered both in the training and capability development fields (while emerging task require a raising effort MSO…) Military Ops Other Than War (MOOTW) affect the way military and naval forces operate and shape the future capabilities. Naval industry shall be ready to grant enhanced effectiveness when developing new platform (versatility – modularity – flexibility) Recent Operational experiences and their influence on future platforms

  15. VENICE RSS 2012 – SECOND SESSION ABSTRACT Growing complexity of the maritime scenario calls for a modern and comprehensive approach to security. No single maritime actor can tackle modern threats alone. Maritime Security requires a continuum stretching from the coastlines to the blue waters. Inter-agency approach represents the answer to the quest for improved effectiveness and efficiency in the maritime domain. The claim for exclusiveness of some actors represents a challenge for real integration among diverse administrations. Navies, based on their flexibility, could facilitate inter-agency development.   16. VENICE RSS 2012 – THIRD SESSION ABSTRACT Maritime Security is the combination of MSO, MSA and MCB. Naval Forces contribution to MS goes beyond their effective participation in MSO. New and effective legal instruments are clearly needed. MSA is growing in importance and Navies are enhancing their capabilities to contribute to the overall effort, while adapting their mindset with regard to the need for a comprehensive maritime picture. International cooperation is key to improve MSA and Naval Forces are a force multiplier in this effort. A Coastal State ownership is crucial for MS. MCB can provide capabilities and spread of knowledge to meet such requirements. Naval Forces strategic versatility and inherent flexibility provide nations with an excellent instrument to reach MCB objectives while operating in the context of MSO and contributing to a coherent MSA.
