Striping Inventory and Measures • MoDOT has developed a striping inventory program. • The 10 Districts are responsible for entering the data on the types of striping on their roads. • Central Office is able to use this data to evaluate the quantity of striping that needs to be accomplished statewide.

Current MoDOT Program • Expanded program in 2003 to 80,310 line miles to include centerlines on all roads wider than 18 feet and edge lines on roads with traffic greater than 1000 ADT • MoDOT crews use waterborne paint with materials and labor costing $14 million per year • Also use thermoplastic, epoxy, and poly urea materials installed by contractors

  5. Striping Inventory and Measures • The inventory records basic information such as location, type of marking, and specific quantities of markings. • Line mile is the unit of measure used in the inventory system.

  7. Striping Inventory and Measures • Districts submit striping progress reports twice a month during the striping season. (May through October in Missouri) • Central Office compiles the data and produces regular reports on the amounts of striping and percent of program completed.

  10. Striping Inventory and Measures The inventory is the first phase of our Pavement Marking Management System (PMMS). The next phase will be development of a production module that allows the districts to record their daily striping production and quantities of materials used. The third phase will be an evaluation module that allows districts to determine the quality of the lines they are producing, proper quantities of materials and store retro reflectivity numbers.

District 7 PMMS Program • District began work in 1998 on project to improve the quality of their pavement marking to include quality control and quality assurance measures. • In 2000 they collected retro reflectivity readings on 50 % of their line miles. • By 2003 approximately 17% of their program did not have to be restriped. • In 2004 utilizing 4th generation paint, they anticipate 40% will not be restriped.

Striping Measures • MoDOT has contracted BC Traffic Engineering of Minnesota to take retro reflectivity readings of our pavement markings in the spring and fall • We’ve been using this data to evaluate the quality of lines and to determine life cycles of pavement marking materials • Based on the data so far we have set guidelines for when a stripe needs to be repainted: Yellow <100 mcd, subjectivity < 3 White <150 mcd, subjectivity < 3 • Requirements for new pavement markings: Yellow >225 mcd White > 300 mcd

Striping Equipment • MoDOT has recently purchased 12 new MB long line stripers to complement 12 older stripers. • Six of these units are equipped with a factory installed monitoring system (Paintmaster Pro) which allows the operators to monitor what quantities of paint and beads they are applying. • The system also creates a file and print-out at the end of a job that shows average speed, amount of paint and beads used and average rates of application.

Signing Inventory and Measures • MoDOT uses a sign log program developed in house. • Sign logs are performed annually, day logs in even number years and night logs in odd number years. • All signs are inventoried on state maintained roads using the program. • The inventory is performed using a laptop in the vehicle.

  16. Signing Inventory Record Records are able to be filtered by any of the fields in the inventory.

Signing Inventory and Measures • While performing the inventory, crews assess the quality of the signs and are able to check boxes to indicate if replacement, straightening or other types of maintenance are required. • When the log is completed, the program is able to create a list of signs needing replacement or other maintenance work.

Signing Inventory Catalog • The sign log program also includes a catalog of MoDOT signs. • This allows the people doing the logging to see graphics of the signs and eliminates errors by automatically inserting the correct sign number. • Catalog includes both current and discontinued signs manufactured at the MoDOT sign production center.

Signing Inventory Catalog • A new version of the catalog that allows signs to be requisitioned will be rolled out soon. • This will allow for more accurate sign orders since the catalog will be able to insert correct sign data. • Program will eventually allow the collation of data to improve the sign manufacturing process.

Signing Measures • MoDOT at this time does not have numerical quality standards for signs. • To meet proposed FHWA minimum retro reflectivity guidelines, MoDOT is proposing to use a 10 year replacement cycle. • All signs are manufactured with a minimum of High Intensity Grade sheeting with a 10 year warranty.
