Vocabulary • Members of Parliament – a representative of a group of people elected to the House of Commons • Prosecuted – legal proceedings against a person or organization • Monarch – a supreme ruler of a head of state • Dictator – a ruler with total control over a country, typically done by force • Oligarchy – a small group of people that have control of a country, or organization

  3. What is it? • It is the main government institution in Canada. • Issues that affect the whole country are discussed and debated here • It is where the common people are able to voice their opinion through their MP(the common people elect their leaders)

  4. Bill to Law • Passing a bill requires the majority of the members of parliament (MPs) to approve it • When a bill becomes a law, every citizen must obey the new law or risk being prosecuted or sued in court

  5. History • Democracy has not been common throughout history. • Most places have been ruled by all powerful leaders like a monarch, a dictator or an oligarchy • These people ran the country, made its laws and judged people’s guilt or innocence

  6. Protocol • There is a Speaker of the House • Their job is to maintain order and only votes if there is a tie when the MPs vote • MPs must speak through the Speaker “Mr/Madam Speaker, why does the government allow this to happen?!” • Members of Parliament are allowed to speak to an issue when the Speaker gives them permission
