  2. Background • Machine Readable Passports (MRP) made to Doc 9303 Part 1 standard • Latest edition of Part 1 was published in 2003 • Current Standards work will add biometric features on a globally interoperable basis

  3. Passport Issuance - I • Domestic issuance • Centralized, or select locations • Best technology available • Best security features • Personalization printers expensive • Normally requires some time until passport is delivered to the holder

  4. Passport Issuance - II • Foreign Issuance • No Urgency - Repatriate the application or use resident printers • Takes time • Full validity passport

  5. Passport Issuance - III • Emergency Issuance • Urgent time, done quickly • Less than optimal issuance conditions • Results in Travel Letters, or Short-Term Passports

  6. Short Term and Emergency Issue Passports • Not the intent to make a “weak link” document • Short Term passports should be MRPs, or at least MRP format

  7. Differences between Short Term and Regular Passports • Cover Color-different not garish • Validity-not more than one year • Book Size-fewer pages, 8 to 12 • Book Designation-Emergency or Short Term or Provisional • Passport Number-Serial Number • Security Features-Two or more • Training-Publicity & Brochures
