Capacity Building Focus at the Systemic Level • Respect for the democratic processes, the rule of law and the independence of the Judiciary • Integrity and effectiveness of collective decision making processes involving parliaments and local governments • Legislative independence and commitments to public service values

Capacity Building Focus at the Systemic Level • Appropriate distribution of responsibility among national, sub-national and local levels • Ability to monitor policy implementation and to exercise oversight • Capacity of the executive to set priorities, to implement policies effectively and promote sustainable development
