Presentation Overview • This presentation will describe the efforts of the Monterey County Office of Education to build the capacity of school districts to scale up PBIS implementation across Monterey California. Capacity building activities will be discussed, along with the experiences of the Salinas Union High School District.
Presentation Objectives • Identify potential barriers and challenges to scaling-up PBIS implementation in Monterey County schools. • Identify the unique professional development and accountability roles and responsibilities of county offices of education related to PBIS across the districts in their region. • Become knowledgeable of key considerations in supporting districts in providing training and technical assistance in PBIS.
Current Issues in CA • In order to scale up PBIS implementation across multiple school districts in California, the unique relationship between county and district offices of education must be taken into consideration in the training and technical assistance process. • Historically, county offices of education have functioned as a primary provider of professional development to school personnel working in districts within the county. • Recent changes in state law have added a local accountability component related to funding authorization provided by county offices to the districts. • This illustrates the importance of establishing, building and sustaining the capacity of personnel within the districts to provide training and technical assistance in the area of PBIS implementation.

Santa Clara County Office of Education Technical Assistance Center • The Santa Clara County Office of Education’s PBIS Project in collaboration with colleagues across the California PBIS Coalition have focused efforts on building the capacity of county offices in order to scale up PBIS implementation across multiple districts. • Utilizing the PBIS Implementation Blueprint (Lewis et al., 2010) designed for building district capacity, the Santa Clara County Office of Education’s PBIS Project has engaged other county offices of education in the capacity building activities outlined in the blueprint. • In order to apply these activities at the county office level, the unique professional development and accountability roles and responsibilities of county offices of education in relation to the districts they work with must be taken into consideration in capacity building activities.

Achievements • Recognition of three elementary schools, Creekside, Monte Bella, Virginia Rocca Barton, as recipients of the California Department of Education Gold Ribbon Award. • Expansion of PBIS in the county. • Working collaboratively with Monterey County Behavioral Health (MCBH) to integrate the Interconnected Systems framework at schools to insure greater access of mental health services to students.
Achievements • Expanded the County Wide Leadership Team representing education, special education, mental health, law enforcement, and community resources. This includes Restorative Justice, Partners for Peace, Building Healthy Communities, Colectiva de Mujeres and Harmony at Home. • Trained Monterey County Juvenile Probation Officers on PBIS resulting in a decrease in citations. • Creation of the countywide PBIS Showcase for participating schools and community partners.
School Wide Information System (SWIS) • SWIS: Trained and retrained over 140 individuals in the county on the use of the School Wide Information System (SWIS) allowing for data decision making. • SWIS CICO: Trained 30 individuals in SWIS CICO. • I-SWIS: Preparing to train behavioral specialist in I-SWIS.

2015-2016 Federal Data Reporting • Office Discipline Referrals (ODR), 7 of 20 schools (35%) reported reduced ODRs. • Attendance Rates, 18 of 34 schools (53%) reported an increase in attendance rates. • All Suspensions & Expulsions, 6 of 26 schools (23%) reported a decrease in Suspensions & Expulsions. • Suspensions & Expulsions related to the use and/or possession of tobacco, alcohol and drugs, 32 of 34 schools (94%) reported a decrease. • Loss of Instruction Time Due to Suspensions, 8 of 18 (44%) schools reported a decrease in instructional time loss. • Team Implementation Checklist Assessment, 29 of 32 schools (91%) reported improvements with implementing PBIS and progress towards fidelity. (Data only includes federally funded districts, Alisal USD, Salinas City ESD, Salinas UHSD, 34 Schools Total)
