  1. Strength Weakness COSCAP NA SWOT Analysis Opportunity Threat

  2. Strength • ROK and China Strong CAAs with high Effective Implementation on the USOAP OLF. Able to share best practices and possibly leverage for future mentoring. • COSCAP under the framework of ICAO. Fully integrated into GASP, DGCA, RASG, APRAST, APANPIRG etc. • Access to a variety of SMEs. Large database developed over the years. • Funding mechanism is positive. State funded administrated by TCB. Historically, strong donor support through Boeing and Airbus

  3. Weakness • Limited Resource for scope of work. One CTA, one Program Secretary, rotating Intern for 6-month may not be able to meet all the State’s expectations. • Overtasked Member Coordinators. Limited time for the project. • Related item, some MCs unable to collaborate across the various internal divisions for up to date information (NASP) • TCB lagging significantly on secondee request and opportunity with China • Effectively measuring the value of our training and workshops.

  4. Opportunity • CAAC strong interest in expanding secondee program. ROK continues to support Intern initiative. DPRK has interest in program as well. Secondee into the COSCAP • Better and core targeted collaboration with the other COSPCAPs in ASIA since DGCA55 conference. More detail to follow on that. • Strong growth in industry creating environment for stronger cooperation with other agencies and governments such as FAA, Airbus, Boeing, EASA, CAMIC. Growing interest in supporting each other where opportunities present themselves.

  5. Threat • TCB control of COSCAP funds. Can be delays in processing initiatives or can be a positive as arrangement ensures objectivity and transparency. • Current DPRK sanctions. In country missions. • Diminished role of the COSAP due to competing programs (EASA, FAA, RSOOs). • Too many priorities and expectations due to program expansion. COSCAP may lose its ability to focus and respond quickly to emerging needs. • Since 2010 and with the introduction of the USOAP CMA approach, COSCAP can no longer just focus on flight ops and airworthiness. State expectations and even our Program Doc calls for broader scope of activities. Roles of CTA are changing to that of a Program Coordinator and not as directly related to a Chief Technical advisor.
