  1. ‘Gunotsav’ Celebration of quality ‘A new effort to ensure quality Elementary Education with improved learning outcomes’

Right to Education Act 2009 • Provides for statutory duty for quality education for all • Every Child aged between 6-14 years has the Right to receive quality, inclusive and child friendly education. • CCE- which is a system of keeping continuous track of the growth and development of a child in respect of curricular and co curricular areas

  3. Quality Education Teacher Student School Environment Evaluation is integrated part of quality education, Sought to be implemented through CCE

  4. Challenges/constraints regarding implementation of CCE • Lack of clarity in most of the teachers. • No standard procedures. • Remedial measures not taken • Record keeping viewed by majority of teachers as a burden. • As the whole process of evaluation is internal, it is difficult to ensure whether proper assessment of learning outcomes of children is done and learning gap is identified and acted upon.

Gunotsav… • Initiated by Gujarat Govt. under the strong and dynamic leadership of the then Hon’ble Chief Minister Sri NarendaModi in the year 2009. • Announced by Hon’ble Minister Education, Assam in current budget speech. The initiative is being implemented which will help in : • Tracking of each child up to Class VIII • Holistic diagnosis of school for better performance • Awareness generation amongst all and ensuring stakeholder Participation • Reduction in drop out rate • Increase in Teachers’ Accountability.

Implementation/Strategy • New strategy: Using the government machinery in the state, train them and depute for the programme • Change Agents: All the Ministers, IAS,IPS,IFS officers, Class–I & II officers to visit schools to take part in the process of evaluation which will be scheduled on 5th ,6th & 7thApril, 2017 for 3 days. • Participation: Each official will visit 3 schools (One day per school) selected randomly by themselves from list of schools provided. • Change process: Actionable feedback of learning gaps, common errors, misconceptions, strong & weak competencies will be used for better policy formulation.

  8. Areas of Assessment All Govt./Prov./ TGMS/Composite Schools (Elementary Level) will be covered in Gunotsav

  9. Other Areas of Assessment of school : Morning assembly, Recitation of National Anthem and JatiyaSangeet, Celebration of National and International days, Annual School Day, Health, Physical activities and Sports, Cultural activities, Art and work Education, Plantation, School Library. Co–scholastic activities Availability of Toilets (Boys & Girls) and functionality, Classroom, Provision and use of electricity, Drinking Water, Hand Washing facility, Availability and use of Computers/Digital Connectivity, Boundary Wall, Kitchen Shed, Mid-Day-Meal, Provision for Disaster preparedness. Availability and Utilization of School Infrastructure and other facilities SMC participation in School activities, Community Contribution, Monitoring of school functioning by SMC, SMC meeting, Identification and enrolment of OoSC, Monitoring of Mid-Day-Meal, Textbook etc., Summer camp, Social Audit, Mother Group and functionality, Student council and functionality, Saturday club, Hygiene, Utilisation of Grants. Community Participation

  10. Mechanism TO BE used for implementation of the programme Step 1: Day-1 Self Assessment Step 2: External Evaluation 100% schools covers 100% schools of each block covers Remedial Coaching after Assessment

  11. Skills/Subjects : Skill [Class II – VIII] Skill 06 Frames for Reading, Writing & Numeracy. 1). For Skills: 06 Frames for Reading, Writing & Numeracy 2). For Subjects : 100 MCQ based questions having 4 options/alternatives in one question booklet 3 sets of Questions Booklets for 3 days. For Subject [Class VI – VIII]

Parameters for Assessment of Skills: For Reading: • Evaluation frames for reading, writing and numeracy will be used. • Parameter for assessment of reading ability will be: proper pronunciation (identification of proper alphabet), reading pace, use of punctuations, proper intonations, etc. For Writing: • Frame for writing will be selected from frames used for assessment of reading skills. • Assessment will be through dictation. • Class wise content and length will be decided. • Marks will given based on clear writing, spelling , punctuation, proper space between words, space between two sentences For Numeracy: • Five questions from number knowledge, addition, subtraction, multiplication and division as per class.

Role of External Evaluator on the day of Visit • Will supervise the packeting and sealing filled up OMR sheets (Scholastic , School Evaluation and Attendance Sheet) • Will sign the packets of filled up OMRs. Some other Vital Points • Will note down vital/crucial observation relating to the conduct of assessment. • Will interact with parents and take view and suggestions for educational activities in the village/school. • Also note down observations /recommendations regarding attendance of teachers and students, Mid-Day-Meal, Free Textbook etc. As per prescribed format. External Evaluator will be a mentor/guide for the school. He will be a source of inspiration & motivation for the students.
