  6. 2014 Active Duty Fund Drive Purpose of the annual Fund Drive in support of the Navy-Marine Corps Relief Society • To help Sailors and Marines understand the Society’s programs and services available to them • To obtain funds essential to the continuation of the Society’s assistance to Sailors, Marines and their families

Goal: 100% CONTACT • 2013 • NMCRS Pearl Harbor Assistance: • $783,707 in loans • & • $34,732 in grants • = • $818,439 total Assistance provided: $1.35 million in Hawaii!!! $49.5 million worldwide!!!   12. Procedures • All donations will be by: • Allotment (Active Duty USN/USMC Only) • Cash/Check • Credit Card NOTE: All monetary donations will be deposited at the Bank of Hawaii. The Navy-Marine Corps Relief Society office cannot accept monetary donations! Command Leadership is authorized to know who has been contacted, but will not have access to how much each individual has donated.

The Key Person gives copy 2to NMCRS with the progress report form NLT Noon on March 14, 21, 28 & April 4. The Key Person gives copy 3to the Contributor. The above are due no later than Noon: March 14, 21, 28 & April 4

Cash/Check Donations • Make checks payable to “Navy-Marine Corps Relief Society” • The Key Person retains copy 1of Contribution Form for auditing purposes. • Give copy 2of Contribution Form to NMCRS when you give them the progress report form NLT Noon on March 14, 21, 28 & April 4. • Give copy 3of Contribution Form to the contributor.

  18. Cash/Check Donations • The Key Person will deposit cash and checks (prior to the progress report due dates) to the Bank of Hawaii, who will provide a receipt. • The Key Person will deliver the following to the NMCRS office at Pearl Harbor: • Copy 2 of the Contribution Form • Receipt from the Bank of Hawaii • Progress report form • The above are due no later than Noon: • March 14, 21, 28 & April 4

  22. Fund Raising Guidelines • No coercive activity • No 100% participation goals • No establishing personal quotas • No lists of non-contributors • No results on performance appraisals

  23. Fundraising Legal Considerations Guidance: SECNAVINST 5340.7 of 8 February 1999 (Active Duty Fund Drive in Support of the Navy-Marine Corps Relief Society) DOD 5500.7-r of 30 August 1993 (Joint Ethics Regulations) Hawaii Revised Statutes

  24. Solicitation Direct solicitation of monetary donations by official command designated Key Persons is the primary fund raising plan. • Contacting Civilians – You can give civilians a donation form if they request one, but they can only contribute via cash, check, or credit card. • Initiatives such as fun runs, bake sales, auctions, etc. are encouraged. • The legality of other fund raising initiatives depends upon the particular facts and circumstances involved. • Please consult your command Legal Advisor/Staff Judge Advocate for advice before undertaking a specific fundraising initiative. • You may also contact: • RLSO Hawaii, LT Elizabeth Buff at 471-1240 or Ms. Debora Manoi at 473-4058

  25. Gambling BE CAREFUL!!! Joint Ethics Regulation 2-302 – Gambling is prohibited while on duty or on federal property, except under limited circumstances Requires SECNAV approval Only permission granted by regulation is for NMCRS raffles--if permitted in the jurisdiction where the installation is located

  26. Gambling HAWAII LAW PROHIBITS GAMBLING (HRS 712.1220) This restriction applies to all DOD activities in Hawaii. Under Hawaii law, gambling includes typical casino type games, e.g. card games, dice games, roulette, drawings, office pools (NFL, final four) etc., as well as bingo, lotteries or raffles. Bingo is authorized for MWR and with strict controls - cannot be gambling.

  27. Gambling A lottery (or raffle) is: Any scheme which the players pay something of value for chances with winning chance being determined by a drawing or some other random method, and winner(s) then receive something of value. Something of value = any money, property, token, object or article exchangeable for money or property, or any form of credit or promise directly or indirectly contemplating transfer of money or property or of any interest therein, or involving extension of a service or entertainment.
