Strategic Energy Performance Investment: Arbed Programme Overview

The Arbed Programme aims to improve energy efficiency and reduce carbon emissions in Wales while alleviating fuel poverty. With a Phase 1 budget of £30 million, mainly from SCIF, it supports targeted recruitment and training within the renewables supply chain. Approximately 6,000 households will benefit from the funding, leveraging an additional £25 million. The programme prioritizes community-based solutions and engages local businesses throughout the supply chain. Further funding, estimated at £30 million, is anticipated for Phase 2, awaiting approval from the Welsh European Funding Office.

Strategic Objectives for arbed • Fuel Poverty Reduction • Carbon Reduction • Support all aspects of the energy efficiency / renewables supply chain & contractually oblige targeted recruitment & training Phase 1 £30m funded mostly from SCIF CCW - £20m, Regen - £8m, DECC/SJ -£2m What for? Whole house; street-by-street; whole community/mixed tenure approach to install measures following the energy hierarchy

  3. arbed -Estimated benefits phase 1 • Accurate figures will be available after the March delivery date. • No of households helped through arbed funding –6000 • Leveraged funding c£25m • (inc. c£15m WHQS & c£10m energy supplier obligations, other) • No of households helped including likely leveraged funding – 1750 • a high proportion of the contractors are Wales-based – businesses solely based in Wales and businesses with a large employment base in Wales) • Wales-based businesses are present throughout the supply-chain, from manufacturing to installation and scheme management. • Several Welsh SMEs have become MCS accredited through arbed - on occasion they have been mentored through the process by other SMEs • TR&T reports are encouraging, especially through jobmatch

  5. arbed Phase 2 • Phase 2 is currently awaiting approval from the Welsh European Funding Office • Funding - c£30m ERDF + match over 4 years • Delivery mechanism – Scheme managers + installer framework (WEFO not permit grant funding) • Project identification – LAs after consulting with HAs nominate 2 projects each (programme, but not necessarily individual projects, should be tenure blind) • Project selection –arbed team score projects. Points for proportion of solid walled properties / off gas properties / levels of deprivation etc.
