Tuition & Fees • Private and Foreign Schools: The lesser of the actual net cost for tuition and fees after the application of any waiver, scholarship, aid, or assistance [other than loans and funds provided under section 401(b) of the Higher Education Act of 1965], or $17,500 for the academic year beginning on August 1, 2011 • The amount of the yearly cap will be adjusted each year based on a Cost of Living Allowance (COLA) and is subject to proration based upon benefit level.

  8. Monthly Housing Allowance • The amount payable for the Monthly Housing Allowance for any academic year ( beginning on August 1) will be based upon the BAH rates effective on January 1 of that year. • This means that Monthly Housing Allowance rates for Chapter 33 awards will change effective August 1 of each year, and not on January 1.

  9. Licensing and Certification • Individuals may be reimbursed for multiple licensing and certification exams. One month of entitlement (rounded to the nearest whole month) will be charged for each $1,460 paid. • The amount equivalent to one month of entitlement will be adjusted each year based upon a COLA.

  10. National Tests • Individuals may be reimbursed for multiple national tests (e.g. SAT, GRE, LSAT, etc.). One month of entitlement (rounded to the nearest whole month) will be charged for each $1,460 paid. • The amount equivalent to one month of entitlement will be adjusted each year based upon a COLA.

  11. CH. 30 & CH. 1606 Kickers • Eligible individuals will receive payments for CH. 30 and CH. 1606 kicker payments on a monthly, rather than a lump sum, basis. • Kickers will be paid regardless of rate of pursuit or eligibility for the Monthly Housing Allowance • The applicable full time kicker rate will be multiplied by the rate of pursuit rounded to the nearest multiple of 10

Monthly Housing Allowance • Distance Learning: Individuals only enrolled in distance learning courses will be eligible for a monthly housing allowance equal to 50% of the national average of all Basic Allowances for Housing. Rates will be multiplied by the rate of pursuit rounded to the nearest multiple of 10. • NOTE: Basic eligibility requirements for Monthly Housing Allowance benefits (e.g. veterans with a rate of pursuit >.50) remain unchanged.

Non-IHL Non-Degree Programs On October 1, 2011, VA will begin paying Post-9/11 GI Bill benefits to individuals pursuing the following approved non-IHL non-degree programs: • Non-College Degree (NCD) schools • On-the-Job Training (OJT) and Apprenticeship programs • Flight Programs • Correspondence courses

  18. Tuition & Fees Tuition—The cost for instruction Fees—Mandatory charges other than tuition or room and board Not all fees should be reported to VA Examples of reportable fees: • Freshman fees • Graduation fees • Lab fees

  19. Tuition & Fees Examples of non-reportable fees: • Penalty fees (late registration or changes, returned checks • Add/drop fees • Parking fees • Room and board fees • Special permission fees • Application fees • Health premiums

  20. Tuition & Fees “Tuition and Fees” do not include the cost of supplies or books that the student is required to purchase at his or her own expense. “Tuition and Fees” do not include study abroad course(s) unless the course(s) is/are required for the degree.

  21. Tuition & Fees All title-IV funds are excluded in determining the amount of tuition and fees to report. Examples of federal financial aid not considered: • Pell Grants • Perkins Loan • Stafford Loan • Federal Family Education Loan Program • Federal Direct Student Loan Program • Work-Study

Tuition & Fees $17,500 nationwide cap on tuition and fees payable per academic year (defined as beginning August 1 and ending July 31 each year) for student attending a private or foreign institution. The cap will be adjusted annually based on Cost of Living Allowance (COLA). The cap is subject to proration based on the individual student’s benefit level payable. Ex.: Student at the 70% level could receive maximum annual T&F of $12,250 (70% of $17,500).

  23. Study Abroad

  24. Study Abroad Courses pursued in foreign countries must: • Be approved • Be offered at an institution of higher learning (IHL) • Be required for the student’s degree program

Study Abroad Students may pursue study abroad while enrolled in a U.S. institution when: • The college or university located in the U.S. is considered the parent institution • The study pursued in a foreign country is part of the program as approved by the SAA • The institution will give full credit for the course pursued at the foreign country in fulfillment of the student’s degree objective.

  26. Study Abroad • Tuition and fees, the monthly housing allowance, and books and supplies are potentially payable under the Post-9/11 GI Bill, CH. 33. • Benefits paid are based on the payment tiers as determined by qualifying active duty service.

  27. Study Abroad • VA will not pay airfare. • VA will not pay amenities fees or host school fees. • VA will not pay room and board. These charges cannot be included in tuition costs. • VA will not pay third party fees.

  28. Study Abroad VA may deny or discontinue payment of education benefits for study abroad if VA determines it is not in the claimant’s best interest or in the best interest of the Federal Government.
