    3. Programme of Work (Prospecting) (PoW-P) Background Activities on Prospecting and Exploration Licences previously assessed on a Low Impact Mining Operation form (LIMO). LIMO introduced in the early 1990s and required updating to legislative change. PoW-P will replace LIMO for activities deemed to be prospecting.

    5. Programme of Work (Prospecting) (PoW-P) Objectives Initiative to improve efficiency and streamline the assessment process. Clearer definition of activities that are considered prospecting. Increase certainty (Knowing which form to lodge). Limit frustration (Awareness of information requirements). Progressive rehabilitation (Rehabilitation Report). Improve the collection of environmental data.

Scraping and detecting / shallow pushing Costeaning / trenching Dryblowing Small wet alluvial plants Some small scale operations with a small footprint (e.g. less than 5 hectares) Small bulk sampling projects (e.g. less than 10,000 tonnes) Small ornamental rock operations

    7. When should a PoW-P be used. For activities to be considered appropriate for Exploration Licences and Prospecting Licences the following criteria must be satisfied. The activity can be considered to be low impact by the DMP Environmental Officer (e.g. minimal ground disturbance). No permanent infrastructure required (e.g. plant and camp are mobile). No permanent waste or ore stockpiles required. Rehabilitation is progressive, low cost and easily achievable. Area can be rehabilitated to pre-mining ground conditions. Tonnage is appropriate for type of activity and tenure.

    9. Timeframes for Implementation Engaged Amalgamated Prospectors and Leaseholders Association (APLA) members. Discussed at a Mining Industry Liaison Committee (MILC) meeting. Within the month of September 2010. Available on DMP website.

    10. Lodgement of a Mining Proposal for grant of a Mining Lease. Low Impact Mining Operations Proforma is still accepted. Currently a Mining Proposal Template is being trialed on a selected basis. Once template finalised consultation with relevant stakeholders will be undertaken.

    12. Common Mistakes with Mining Proposals General A corporately endorsed checklist needs to be submitted with Mining Proposal. Checklist date needs to coincide with the date on the Mining Proposal. Maps lack detail. (e.g. co-ordinate grid, tenement boundaries). Disturbance tables need to define disturbance type against specific tenements. Mining Proposal is not a Conceptual document. Final version of the Mining Proposal needs to be a complete document (e.g. incorporating all additional information).

Common Mistakes with Mining Proposals Legislative Mining tenure needs to be appropriate for the activity (appropriate prescribed purpose for Miscellaneous Licences and use of General Purpose Lease for processing plants and variation of depth). Mindfull of the timeframes associated with other legislative processes (eg. Environmental Protection Act 1986).

    14. Common Mistakes with Mining Proposals Technical/Information Need to fully understand and comply with tenement conditions. Limited waste rock characterisation (geochemical and physical: timing and extent). Survey requirements (need to align to guidelines and standards, e.g. flora and fauna surveys need to be in accordance to EPA guideline series). Requirement of closure planning.
