SSR – Airline Created Slot • SSR Added The Slot Create Message • When GDP Delays Extend Beyond a Program Two Flights Operated by the Same Airline for the Same City Pair Could Be Forced to Operate Out of Order • Slot Create Allows an Airline to Voluntarily Assign a Control to an Uncontrolled Flight at Its Current ETA, Then Swap the Two Flights to Get Them Back Into The Proper Sequence
Slot Create – Potential Issue • An Unintended Consequence of the Slot Create Function Is That It Could Re-distribute Delays Among Flights If the Program Is Extended • If an Airline Uses a Slot Create Message on a Flight, It Will Move That Flight From Queue 3 to Queue 2 in the Next Extension, Thus Giving That Airline Slightly Less Delay, and Distributing a Little More Delay to Everyone Else in Queue 3
RBS – Prioritization Queues • Queue 1 – Exempt Flights • Sort Order - ETA • Queue 2 – Previously Controlled Flights • Sort Order - ASLOT • Queue 3 – Newly Controlled Flights • Sort Order – IGTA - taxi
Solution • ETMS - Modify ADL to Allow Identification of Flights Voluntarily Controlled by the Airline • GDP Flag Will Not Be Set For Flights Voluntarily Controlled by the carrier • FSM - Place Voluntarily Controlled Flights in Queue 3 Instead of Queue 2 • Any Flight With a Slot but No GDP, FAD, or GSD Flag Will Be Placed in Queue 3 Rather Than Queue 2
Issues to Watch • Flight Order • Flights Voluntarily Controlled by the Carrier Will Not Maintain Slot Order in Relation to Other Previously Controlled Flights Due to Being in a Different Queue. • Airlines Will Need to Reorder These Flights After a Revision/Extension Event

Airline Creates a Slot for FLT2 at Its Current ETA • FLT1 ETD: C1500 ETA: C1630 ALSOT: BOS081630A • FLT2 ETD: S1400 ETA: S1530ALSOT: BOS081530L Note – Flights FLT1 and FLT2 now have slots and are ready to be swapped
Airline Then Swaps the Two Flights • FLT1 ETD: C1400 ETA: C1530 ASLOT: BOS081530L • FLT2 ETD: C1500 ETA: C1630 ASLOT: BOS081630A Note – Flights FLT1 and FLT2 have now been swapped and are back to their original order
