Overview • Framework duration: 3 year plus 1 • Open to all public sector organisations (PSOs) • Scope: cars and car derived vans • Ten suppliers awarded (currently eight) • Profit sharing option (SMR and Residual value) • Open book accounting (SMR and residual value) • Various payment profiles: • Annual in advance • Monthly in advance • Monthly in arrears • Quarterly in advance • Quarterly in arrears

Overview • Standard Master Hire Agreement (MHA) – no variations • Maintenance: with or without • Access to other pan government enabled frameworks (vehicle purchase) • Lease car website • Each customer will have a call off contract with the chosen supplier(s) • Call off contracts will be for a minimum of 1 year and a maximum of up to two years beyond the length of the framework agreement • Varying leasing periods (1year – 4year) • No financial incentive for using one supplier • No rebates permitted

Vehicle purchase • Three options • Department for Work and Pensions vehicle purchase framework agreement • Customer own support terms • Lease company terms • DWP vehicle purchase • Framework duration: 4 year • 17 manufacturers • Various support terms linked to number of manufacturers and fleet size • Expires December 2010

Facts and figures • NHS fleet size 35,000 • 395 NHS organisations have placed orders via the framework agreement totalling 25,000 cars • In excess of 1,000 vehicles have been ordered by other public sector organisations (PSO) • Over 100 PSOs signed up to the framework agreement • Total annual spend is approximately £75million to date • £7million saved on the framework agreement to date

Sign up process • Request documentation from OGC service desk • Sign confidentially agreement • Receive and digest documentation • Request ‘interim’ access to lease car website (30 day trial period) • Decide the way forward (including vehicle purchase) • Fill in call off documentation utilising the wizard • Send documents to chosen suppliers (lease / manufacturer) • Request ‘full’ access to lease car website

  10. Order process • Obtain prices from lease car website • Look at framework offering from each supplier • Select supplier (price and service offering) • Save screen shot of quotation • Contact supplier to confirm price (if applicable) • Place order

Lease car website • Supports the delivery of the lease of cars and car derived framework agreement • Two options: fixed and webserver • In excess of 80,000 quotations have been provided • Reduction in paperwork for customer and supplier • Reduced waste by decreasing the number of paper quotes • Includes environmental search criteria including CO2 emission and fuel type • Positive customer feedback received • Quotes valid for 30 days • Username and password protected
