The City Council and Redevelopment Agency are recommended to authorize the City Manager to negotiate and execute two Professional Service Agreements for a twelve-month period retroactive from July 1, 2010, to June 30, 2011. The agreements include funding for the Affordable Housing Program (AHP) and the Housing Preservation Program (HPP) for a total not to exceed $240,000. Staff will evaluate funding sources, and workshops will be held to address concerns related to scopes of service and future proposals with contractors, ensuring alignment with the fiscal year budget cycle.

Recommended Action • It is recommended that the City Council and Redevelopment Agency: • Authorize the City Manager/Executive Director or Designee to conduct all negotiations and execute two Professional Service Agreements between the City of San Buenaventura (“City”), The Redevelopment Agency of the City of San Buenaventura (“Agency”) and the Housing Authority of the City of San Buenaventura (“Housing Authority”) for a twelve month period to be applied retroactively from July 1, 2010 to June 30, 2011 for the related programs and services: • Affordable Housing Program (AHP) Professional Services Agreement for FY 2010-11 Not to Exceed $180,000 • Housing Preservation Program (HPP) – Single Family Homes Professional Services Agreement for FY 2010-11 Not to Exceed $60,000 • Authorize Finance and Technology to adjust and assign the expense and revenue appropriations and appropriate balance sheet items to the proper programs and accounts. • Direct staff to evaluate and research options for both the AHP and HPP programs that involve General Funds/Redevelopment Funds over the next nine month period. • Direct staff to hold a City Council/Agency workshop within these nine months to address any Council/Agency concerns when creating respective scopes, requests for proposal of services or drafting any new contracts with any Housing Program consultant including the Housing Authority. • Direct staff to present to City Council/Agency any draft contracts negotiated with any Housing Program consultant, including the Housing Authority, for their consideration and approval in April/May to coincide with with FY 2011/12 budget cycle.
