Current Status • Legal Basis • UN GHS Purple Book (latest version) • Ministry of Industry • Decree of Ministerof Industry No. 87/M-IND/PER/9/2009 concerning Globally Harmonized System of Classification and Labelling of Chemicals • Decree of Ministerof Industry No. 23/M-IND/PER/4/2013 concerning the Revision of Decree of Ministerof Industry No. 87/M-IND/PER/9/2009 concerning Globally Harmonized System of Classification and Labelling of Chemicals • Decree of Director General of Agrochemical No. 21/IAK/PER/4/2010 concerning Technical Training of GHS Implementation for Classification and Labelling on Chemicals

  5. (Cont’d) Current Status • Summary of Decree of Minister of Industry. No. 23/M-IND/PER/4/2012 (as Revision of Decree of Minister of Industry No. 87/M-IND/PER/9/2009) • Chemical substances is obliged to be tagged label • Chemical substances is obliged to be owned Safety Data Sheet (SDS) • Every stakeholder who produce chemical substance is obliged to determine classification hazard tag label onto the package compiling Safety Data Sheet (SDS), review and revise at least for 5 years • Every stakeholder who repackage chemical substance is obliged to tag label, name and address of repackager, netto weight, and compiling Safety Data Sheet (SDS) • Every stakeholder as mentioned in that Decree is obliged to give report to Director General of Manufacturing Industry Basis, Ministry of Industry

GHS implementation in Indonesia Activities Indonesia has been cooperating with UNITAR (United Nations for Training and Research) to run project cover in: • GHS project phase I (2005-2007) Granted to the National Agency of Drug and Food Control (NADFC / Badan Pengawas Obat dan Makanan) Scope of project: training and capacity building for the implementation of the Globally Harmonized System of Classification and Labelling of Chemicals. It Consists of 3 phase activities: • Situation analysis • Gap analysis • National Planning Strategy Arrangement

GHS implementation in Indonesia (cont’d) • GHS project phase II (2010-2013) Granted to Ministry of Industry (MOI) Scope or project: training and capacity building for the implementation GHS of classification and labelling of chemicals It Consists of 2 phase activities: • Updating the National GHS strategy : • Completion and entry into force GHS implementing legislation • Training and stakeholder workshops • Supporting activities for stakeholders and participate at regional and international communication

GHS implementation in Indonesia (cont’d) In 2011, Training, Capacity Building, Coordination Meeting with stakeholders: • Coordination meeting in Jakarta, 5 days, @30 stakeholders • Coordination meeting in West Java, 5 days, @20 stakeholders • Technical training in Jakarta with UNITAR, 3 days, 120 participants • Technical training in Serpong, 2 days, 100 participants

GHS implementation in Indonesia (cont’d) In 2012, the Activities covered: • Compiling draft of Decree of Minister of Industry No. 23/M-IND/PER/4/2013 concerning GHS of Classification and Labelling on Chemicals • Compiling draft of Decree of Directorate General of Manufacturing Industry Basis concerning Technical and Controlling Instruction of GHS • Techical training for personnels of industry with GHS taskforce team: • Jakarta, 5 days x 75 participants • Surabaya, 1 day, 20 Participants • Batam, 1 day, 20 participant

Upcoming Activities in 2013 • Based on Memorandum of Agreement (MOA), the project will be conducted in December 2010 – early February 2013 • Yet, project will be postponed by Februari 2013 – June 2013 Activities cover • Publish UN GHS Purple Book, Comic, and Leaflet • Construction website for national single window • Coordination meeting with related stakeholders

GHS Application • Single substance chemicals both for domestic production and import are compulsory required to implement GHS ever since March 24th, 2010 • Chemical Mixtures are voluntarily required to implement GHS, however after December 31st, 2016, mixtures both for domestic production and import are compulsory required to implement GHS. Exemption: Small Medium Enterprise (SME) • Companies especially MNCs and export’s manufacturers have implemented Safety Data Sheet and Labels based on GHS
