  4. What HPRP is: • Purpose: Re-house people who are already homeless • Purpose: Prevent homelessness for people who are at risk • 2 kinds of assistance: $ and services • Is one of the ARRA stimulus programs • Begins this fall, ends Summer 2012

Types of Assistance • Financial Assistance • Rent & back-rent • Utilities & back-utilities • Utility deposits • Security deposits • Moving costs • Hotel & motel vouchers • Housing Services • Housing Case Management • Credit Repair services • Legal services (not re mortgages) • Outreach & Engagement • Help with housing search

  9. Benefit to landlords • Rent & back-rent • Help with housing search (new tenants) • Supportive services for tenants (people to help if there are problems) • Last-minute help with households at risk of eviction • Free marketing (NCHousingSearch.org)

Who is eligible • People who are already homeless OR who are at risk of becoming homeless • Must be <50% MFI • Must have no other supports that will prevent their homelessness • Not a program for everyone who is about to be evicted… just those who need the help to avoid becoming homeless! (“but for this assistance”)

  11. NCHousingSearch.org • A FREE statewide affordable rental housing search tool • Tenants can search for free for: • Affordable rentals • Section 8 rentals • Special needs housing • Landlords can list their rentals for free. • No internet access? Toll-free bilingual call center: 1-877-428-8844

  13. Philosophy & Practice • Effective & Cost Effective to stabilize families in housing • Housing First • Housing-specific case management • Congress intended it for “new” homeless people, due to economic downturn • Not intended for chronically homeless

Landlords want to know: • Not for all your non-paying tenants – just those who will become homeless when you evict them • Rent Reasonableness • Leases • Housing Assistance Payment agreements • Written statement of back-rent owed • Housing condition must be “ok” • Re-checking for tenant’s HPRP eligibility every 3 months
