PROJECT DESCRIPTION PVPP ASTRA ORIAHOVO • Goal – development of photovoltaic power plant (PVPP) Astra – Oriahovo • Location – village of Oriahovo, Luibimets town, Haskovo district, Bulgaria • Area – 11 lots with total area over 659 035 sq.m. • The project comprises two stages - subproject “Astra-Oriahovo 1” and “Astra-Oriahovo 2” • Each subproject is in a different stage of maturity

PROJECT DESCRIPTION PVPP ASTRA ORIAHOVO Gross Project Power Capacity - 34,38 MWp Sub-project PVPP Astra Oriahovo-1: • Power generating capacity: 16,38 MWp • Contracted installed capacity for connection:14,82MW (based on preliminary contract for connection to grid) • Permitted capacity for construction (as per Construction Permits):16,38 MWp • Maturity: Issued Permit for Construction and Preliminary Contract with NEK EAD Sub-project PVPP Astra Oriahovo 2-3: • Designed installed capacity:18 MW • Maturity: in process of issueing of administrative permits (stage request for environments permits)

  9. DEVELOPER DESCRIPTION • A joint stock company was created specifically for the construction and development of PVPP “Astra - Oriahovo” with no prior or side business activity • Equity – 171 500 BGN • In-kindland lots for project development - 659 035 sq.m

TERRAIN DESCRIPTION • 11 adjacent plots with a combined area of 659 035sq.m in the region of Oriahovo village, Luibimets town, Haskovo district • 9 Detailed Layout Plans (DLPs) available for the construction of PVPP on 9 plots with preliminary contracted installed power 14 820 кW • 2 Detailed Layout Plans (DLPs) in development for the construction of PVPP on 2 plots • Altitude 350 m • Access by dirt road • Access to 20 kV grid at a distance of 14 km, no need for a substation • Flat area without any obstacles to solar radiation intake in the proximity • Geographical coordinates of the centre of the lot: φ= 41о 56’ 34,6’’ ;λ=; 26о 09’ 6,47’’.

SUBPROJECT ASTRA-ORIAHOVO 1 TECHNICAL PROJECTBASIC PARAMETERS - explanation • PVPP Astra-Oriahovo 1 nominal power – 14 820 kW to the NEK grid • 63 960 monocrystalline silicon modules CS5P 250 M - each generates 250 Wp DC power for a total of 16,26 mWp • Electricity from the DC part of the PV generator enters into the inverter KACO Powader 25 000xiwith nominal power - each inverter covers 120 modules, 537 in total • On the exit of the inverters, the DC is converted into AC • Nominal voltage on the inverter exit enters the step up transformer, which lifts the voltage values to 20 kV • The AC part consists of Inverter clusters and power substations. The generated electricity is transformed by transformers to a level of medium-voltage (20 kV) and then is entered into the NEK grid • The equipment has been chosen to provide a high power factor for the station.

SUBPROJECT ASTRA-ORIAHOVO 1 TECHNICAL PROJECTPHOTOVOLTAIC MODULES • Connection - PV generator with 14 820 kWp power consists of PV modules CS5P 250 M manufactured by Canadian Solar • Modules are grouped in strings of 10 modules. Each string consists of 10 serially (consecutively) connected modules. Four strings are linked in a parallel way to each other with the necessary protectors and safety fuses. 120 modules are connected to the inverter via above ground low voltage installation • PV modules incline – The PV incline angle against horizontal surface and the azimuth angle optimal for electricity production are: • β = 30° • α = 0° (South)

SUBPROJECT ASTRA-ORIAHOVO 1 TECHNICAL PROJECT BEARING CONSTRUCTION • Metal constructs will be used for PV modules support and will ensure optimal angle of incline (β = 30° and optimal polar azimuth α = 0° (South) • All steel parts of the bearing construction and the connecting elements will be galvanized • They are to support aluminum profiles from high quality aluminum according to standard MV -102 and the modules are mounted and fastened on them

  32. SUBPROJECT ASTRA-ORIAHOVO 1 TECHNICAL PROJECTCABLING • Copper wiring will connect the DC and AC low-voltage installation. For the medium voltage part a 20 kV cable will be installed with aluminum current transferring body • All cables have appropriate section and are measured to maximum current, voltage fall and short circuit current • The whole cabling in the DC part will be in line with standard UNE 21123 • All cables in the low voltage AC part and the DC part are with isolation class 1 kV, for the medium voltage part – isolation class 24 kV • The protection and insulation cable covers are resistant to fire as prescribed in UNE – 20432.1 • All cables are to be clearly marked, so that checks on every link of the chain can be freely made

SUBPROJECT ASTRA-ORIAHOVO 1 TECHNICAL PROJECTELECTRICITY YIELD MEASURING • The measuring of the power to the grid is to be conducted in the connection power substation observing the clauses of the preliminary contract for connection to the grid with NEK • Sizing and delivery of the measurement transformers, the electric meter and the other components of the measurement system are the responsibility of the owner • On the basis of this system the economic measuring of the PVPP yield will be conducted and the payment for the electricity to the grid will be made • A system for internal measurement of the generated electricity with operational and controlling functions is integrated into the inverter itself – via Sunny Webbox device to a LAN network

SUBPROJECT ASTRA-ORIAHOVO 1ANNUAL RECURRING COSTS • Operating costs per year- 2,5 % of the annual revenue in the first year, then rising by 2 % annually /included/: • Personnel costs • Administrative costs • CCTV, alarm security systems • Constant link with NEK • Maintenance - outsourced – 0,5 % of the annual revenue in the first year, then rising by 0,1 % annually • Insurance costs – 296 400 euro /per year/ - declining with 2,5 % per year

SUBPROJECT ASTRA-ORIAHOVO 1PROJECT STRENGTHS • The region has the highest environment parameters for construction of PVPP in Bulgaria • Full project readiness for construction – construction permits available • Competitive advantages over similar projects in Bulgaria and the region – the preparation stage of the construction project is completed • Low costs for connection to grid – no need for construction of substation • 20 year power purchase agreement (PPA) on a fixed feed-in tariff purchase price

SUBPROJECT ASTRA-ORIAHOVO 1WEAKNESSES AND THREATS • Deadline for construction and start of operations - 03.01.2013 • A new RES Act is prepared –a new purchase price could be determined till 30.06.2011 • Credit institutions reluctance to finance – high interest rates, short loan repayment periods, high percentage of self-financing • The condition of the grid in Bulgaria – hardly prepared to deal with investment interest in RES • Possible change in corporate tax rates – following EU pressure • Possible change in interest rates

SUBPROJECT ASTRA-ORIAHOVO 1OPPORTUNITIES • PVPP Astra-Oriahovo 1 comprises 9 lots with 9 Detailed Layout Plans(DLPs)with separate construction permits • Possible step-by-step construction and entering operation will have positive impact on cashflows during construction process • More than 14,82 MW /as per preliminary connection contract/ can be constructed on the 374 470 sq.m of Astra - Oriahovo 1 • One DLPwas designatedfor substation construction – PV modules can be placed there instead • All 9 lots with DLPs are adjacent and the mandatory legal requirement for 4 m clearance from the lot boundary is not in force
