  13. Home Care and Hospice Perspective The National Association for Home Care and Hospice recommends that State Medicaid programs measure their rebalancing plans against these principles. If they do so, we believe the States will not only move toward legal compliance, but will have a Medicaid plan that will better serve the interests of Medicaid beneficiaries as well as the Medicaid budget.
