  1. BACK GROUND Angke Kapuk Forest is mangrove forest that remained in Jakarta, the capital city of Indonesia. Forest was degraded by deforestation and changes of land use. In the era of 1980s, the development of new settlements spent hundreds hectare of the forest. Decree of Forestry & Estate Ministry No. 097/Kpts-II/98: Changing of nature reserve of Muara Angke became Muara Angke Game Reserve. Muara Angke Game Reserve located at 6o06”- 6o10” South Latitude and 106o43”-106o48” East Longitude with the area of 25.02 ha. Management plan was not well arranged yet. Landscape Architecture Laboratory Bogor Agricultural University In 1989 total area was 327.70 ha, consisted: protected forest (44.76 ha), recreation forest (99.82 ha), nature game reserve (25.02 ha), forest for specific purposes such as nursery (10.51 ha), electric transmission (23.07), Cengkareng drain (28.93 ha) and highway & green belt (95.50 ha).      MAGR’s POTENCIES The objective: Management Plan of Muara Angke Game Reserve is drafted as a technical management guidelines Flora (42 species of vegetation in the mangrove ecosystem). Birds (74 species of protected sp., migrant sp., resident sp., and introduced sp.). Mammalian (monkey and berang- berang) Reptile (7 species). Fishes (11 species) High accessibility to thousand islands, fantasy land recreation resort, marine resort, highway and International airport.       Management by Linked Institution (Local BKSDA DKI Jakarta Government) Management should be Harmonization between Regional done integrated, effectively Planning & Natural Resources & efficiently Conservation Optimal Management

  2. MAGR’s PROBLEMS Degraded environmental condition. Lack of management facilities. Lack of budget. Water pollution from Angke River (domestic garbage and industrial disposal, heavy metal, oil and detergent). Lack of integrated management program. Unstructured of institution and management mechanism. PRINCIPLE OF MAGR MANAGEMENT  Collaborative Management among the stake holders: government, non government organization, universities, private sectors, local communities.       MANAGEMENT's POLICY STRATEGY OF MANAGEMENT Government Regulation No. 68/1998: Criteria of Game Reserve (high diversity and population of wildlife, habitat of endangered species, habitat of migrant species, sufficient area) Game reserves merits: research & development, education, natural outdoor recreation, etc. Regional Open Spaces Planning of Jakarta guaranteed sustainability of MAGR.    To provide data base & information of MAGR. To delineate the area of MAGR strictly. To rehabilitate habitat & wildlife population. To construct and to provide representative recreational facilities. To monitor & to control all the activities of MAGR. To ask participatory of surrounding communities. To construct management institution. To disseminate rule of MAGR.         MANAGEMENT PROGRAM  Mangrove rehabilitation (10 ha) and habitat development.  Continuously pollution management.  Resettlement of the communities from Angke riverbank.  Delineation of MAGR border, and zoning of sanctuary, intensive and buffer areas of MAGR.  Socialization of the participatory of stakeholders (government, private sector, universities, NGO, and local communities) Construction of management facilities (information center, shelter and guard shelter, boardwalks, interpretation map, etc.) Development of limited natural outdoor recreation and visitor management. Empowering of management institution. Budget Supporting for MAGR development.    

Scheme of MAGR Management Organization Steering Committee (linked government offices) PROPOSED BUDGET Total budget of ±5 Billion Rupiah ( US $ 500,000) is needed for: MAGR management development as limited natural outdoor recreation (ecotourism) through facilities construction, habitat rehabilitation, water pollution management, and extension service for the local communities.  Private Sectors Division of Education MAGR Management Office Division of Natural Recreation Inspector Board Division of Protection & Development Volunteers
