  3. Information • Oftel’s consultations - draft plan • Information will be updated monthly • “Revoking licences” will hold a separate stakeholder meeting • Two consultations before the market reviews start • First deadline is for the “Access Guidelines” on 5th July

  4. Deadline 5th July Access guidelines • Scope: • Access obligations imposed (where appropriate) on operators with SMP • Articles 9 to 13 of the AID • Excludes all other circumstances • Will apply across the electronic communications sector • within Oftel’s remit

Deadline 5th July Access guidelines • Main proposal: • Access obligations imposed (where appropriate) in the form of “obliged to meet all reasonable requests” • Aim is to produce clear, consistent regulation and simple and quick resolution of disputes • Oftel may specify a particular product or range of products in addition to the broad obligation

  6. Deadline 5th July Access guidelines • Lots of detail: • Reasonable requests • Reasonable demand • Innovative products • Non-discrimination • Transparency • Charge controls • Reference offers • Service level agreements
