  2. Budget: a list of all goods and services for which payment may be made.

  3. Functional Budget • Functional: Assembles data in terms of categories for which money will be used. • Can readily link categories to program purposes • Uses broad categories, lacks distinct classifications

  4. Line-item Classification • Lists sums allocated to specific programs categories • Shows specific accountability for expenditures • Does not allow director to change expenditures

  5. Varies widely according to quality, geographic location, age of children,and not-for/ for-profit status Percent of budget between 30-75% Average for profit percentage 54% Average not-for-profit 62% Not-for profit range generally between 60-75% Program costs:Personnel

  6. Program Costs: Other • Housing, space, utilities: 10-12% • Equipment: 2- 3% • Food: 11-15% • Insurance and other exp. remaining

  7. Program Costs • Cash costs: The amount that centers actually charge and collect for services • Full cost: Amount required to operate a program if all costs were included • Ex. Free space from a house of worship

  8. Registration fees: May be as much as 2% Tuition: Many variables influence this Federal or state subsidies: See chart Contributions:May be cash (United Way) or in-kind such as donated space or materials Fund-raising:Events, projects, grants (Usually for specific purpose) Income: Varies widely

  9. Tuition • Is a deposit required? Pros, cons • Sliding-scale or fixed fee? • Discount for more than one child per family? • Policies for uncollected/ late tuition payments? Know percentage and budget for this!!!

  10. Calculations used fees for 3-4 yr olds, and attending full-day 5 days per week as baseline Infant fees=28% higher Toddler fees=15% higher School age: Before and after school=26% less After school only=55% Tuition

  11. Grant-writing • Sources of funds: • Government agencies (Federal, state, local) • Charitable organizations • Sororal or fraternal organizations • Foundations

  12. How to find out sources? • Request for proposal (RFP) • “Hit the pavement” for local groups • Federal register (website) • Collaborative networking with other providers • State child care agency through Child Care and Development Block Grants (CCDBG)

  13. Do the homework! Get description and grant forms May need lit review (federal) and or demographic assessment of need (federal and state) Write prospectus: abstract-like but about 2-3 pages Follow exact guidelines as described in application See Heather Perry example Writing the Proposal
