Where are we? • Deferred till December following cancellation of cabinet meetings • Deferred from Council in December to assess a number of amendments • Report to Planning advisory panel 31/1 • Panel recommends to special Council meeting 12 Feb 2013. • Publish March for 6 week consultation • New Council to submit plan after May election.

  3. What are the issues? • Housing Numbers- 45/48K 38K 28k • Affordable housing targets value zones or 50 % blanket or 50% Rural 40% or 35% main towns • Renewable energy, protecting the AONB/residents • Reintroduce AGLV? • Landfill?

  4. Consultation: Preliminary Draft Charging Schedule consultation (Mar 2013) Draft Charging Schedule consultation (autumn 13) Examination: CIL Examination – (early 2014) Ongoing: Distribution and priorities of CIL spend CIL timetable

  5. Housing- proposed CIL charges £100, £40 and £0

  6. Supermarkets – proposed CIL charges £250 and £150

  7. Why CIL • Fair contribution from all size developments • Enables strategic approach to development management, investment and delivery cash flow • Gives control over spend priorities • Up-front transparency, consistency & speed of negotiations and reduces developers’ risk • Ability to pool s106 will be severely limited from April 2014 (max. 5 sites)
