  4. But is Chelsea and Westminster FT with a score of 94% and only 1 level 1 the same as the Countess of Chester FT with a score of 57% and 11 scores below level 2 Devil in the detail “Statistics is the science of producing unreliable facts from reliable figures.” Evan Esar

  5. So what does good look like….. Board level engagement IG facilitators NOT IG managers Part of the fabric of the organisation not a silo of specialism Devolved responsibility with clarity of ownership Actively involved SIRO and IAO’s Part of the wider performance management framework Clear and meaningful KPI’s On-going compliance monitoring

  6. So what does the future hold….

  7. Feedback from the consultation IGT is a good starting point but Potentially too cumbersome It lacks sufficiently robust audit There are varying interpretations of requirements Needs to be resourced and embedded Varying views on assurances Good for the public Needs central support

The assurance continuum No assurance mechanism Staff and management just “get on with it” Peer review Assessment by like minded individuals from other organisations Third party accreditation Accreditation to defined standards by an external party e.g. to ISO standards Independent audit Internal audit (or similar) review and report to management Self assessment Staff and management assess compliance/performance and report upwards

  9. How auditors are being perceived…. Auditors are not properly trained and confidence is required in them. An accreditation to audit the IGT, a certificate showing their qualification, could be established. New guidance to auditors/accredited auditors should be issued. Auditors can be pedantic and quite often senior management is not happy with their approach. “Two-thirds of the Earth's surface is covered with water. The other third is covered with auditors.” Norman Augustine

  10. Self Assessment and Audit Limited means that the scores recorded could not be evidenced and/or they were below the mandatory minimum indicating significant risk exposures.

  11. The feedback – shaping the future? The IGT is a good thing but:- Assessment or improvement tool? May not be strong enough in some areas No scope for risk assessment/acceptance Where is the audit opinion in the published scores? Needs to be more flexibility The focus is on inputs not outcomes Audit needs reinvigorating The NCB are strongly behind IG and are looking at these issues going forward.

  12. My closing views….. Focus on doing IG well – not on “doing the toolkit” Devolve responsibility and accountability Measure and report on what really matters Make sure that you monitor compliance and continually improve
