EAPN WORKSHOP ON EU 2020 STRATEGY – 30/09/2013 is the European network promoting the rights and welfare of children in Europe OUR MISSION Tovoice and promote the interests of children and young people in Europe, and organisations that work with them – particularly children and young people who are vulnerable and exposed to poverty and social exclusion.

EAPN WORKSHOP ON EU 2020 STRATEGY – 30/09/2013 Child poverty & Europe 2020 strategy • Our objectives: • Use Europe 2020 & Social OpenMethod of Coordination to monitor the implementation of the Recommendation • Use EuropeanSemester to put pressure on governments to take action • Ensurethat EU money isspent on tacklingchildpoverty and promotingchildwell-being • Involve civil society and children and young people in decision-making

EAPN WORKSHOP ON EU 2020 STRATEGY – 30/09/2013 Eurochild’s activities on Europe 2020: 2011-2013 • Internalassessment of the AnnualGrowth Survey • Eurochildmembers & partners analyse the NRPs/NSRs -> annual publication • Eurochild, withmembers & partners compare the CSRs -> contributions to joint EU publication with EAPN and other networks withalternative CSRs

EAPN WORKSHOP ON EU 2020 STRATEGY – 30/09/2013 NRPs 2013 - main findings • Slight increase in priority since 2012 to child poverty • Few set child poverty sub-target (BG, EL, RO, ES, UK) • Lack of comprehensive approach to child well-being • Areas often refered to: • Early childhood education and care • Educational disadvantage • Vulnerable groups • Very little consultation with civil society; no consultation with children

EAPN WORKSHOP ON EU 2020 STRATEGY – 30/09/2013 CSRs 2013 - main findings • CSRs with reference to child poverty/income support measures for children and families, de-institutionalisation, social services for children, ECEC or childcare can be found for the following countries: AT, BG, CZ, DE, ES, EE, HU, IT, LV, PL, RO, UK, SK, MT • HOWEVER: lack of coherence & disconnect from macroeconomic recommendations

EAPN WORKSHOP ON EU 2020 STRATEGY – 30/09/2013 Key messages on European Semester • Member States should set targets to reduce child poverty as part of Europe 2020 poverty target • Reporting on the holistic of the Recommendation Investing in Children in NRPs • Iimited acknowedgement of the impact of the crisis on children & young people – need for ex ante & ex post impact assessment of all measures on children • Increase the use of EU Structural Funds in the new EU financial framework 2014-2020 • Increase the participation on children’s organisations and children in the Europe 2020 process
