Findings • Policy Instruction • Lack of consensus on definition & demarcation • Consensus on moving beyond Neo-classical Econ  Political Economy & Institutional Economics • Differences in producing Experts vs Generalists • English as sole medium of instruction could limit comprehension among students • Program Structure & Categories • Masters both after 14 yrs or 16 yrs of education • Public Admin program heavily influence by MBA • Public Policy programs – economics dominated • Diverse Governance or Public Policy programs

Findings…. • Overview of Programs • Average Student Permanent Faculty Ratio: 38, High=100 • Research Culture is Limited • Public Sector Faculty not part of TTS • Limited Financial Support for research • Limited Concepts of Fixed Office Hours, Research Assistants and Teaching Assistants • Institutional Capacity • Limited Library Resources • Only Public Sector Universities have JSTOR • Lab with Statistical Analysis tools

Recommendations • Develop Minimal Consensus on Policy Instruction • Need for an Association to help Universities • Set Curriculum & Faculty Time (Teaching, Research & Admin) Standards • Devise Transition Plan for existing faculty to TTS • Devise 5 year Strategic Plan • Faculty Development • Institutional Capacity Building • Linkages with foreign universities

Recommendations…. • Develop 3 tiered plan for Faculty Development • Short Term • Intra-university linkages between departments & Intra-city • Incentivize research through faculty seminars • Develop Short Term Course thru Pool of Experts • Medium Term • Institutionalize program for junior faculty • Develop intra-provincial, public-private collaboration • Short Term Sabbatical & Post Docs in foreign universities • Long Term • Build Domestic Centres of Excellence & PhD programs • Institutionalize linkages & exchange with foreign universities • PhD scholarships & research sabbaticals
