  20. So what’s the big deal? • HRSA – ASPR requirements for hospitals and nursing homes • CDC requirements for PH • Tied into ASPR and CDC preparedness grants ($$!)

  21. The Goal “Everyday communications systems used in the community are likely to be overwhelmed in a mass casualty incident. Backup and redundant systems need to be developed, tested and drilled. A process and a system to connect the collaborating partners - hospitals, local and state public health, and local and state emergency management, along with EMS and law enforcement personnel - in real time, 24/7, becomes a real priority.” Quote from HRSA Grant Needs Assessment

  22. The Goal CDC REQUIREMENTS Performance Measure 6A “…Communications systems become inoperable in many circumstances. Grantees must be able to demonstrate two-way communications capabilities for rapidly contacting and exchanging information with key State (including territories or Freely Associated States of the Pacific), tribal, and local public health and emergency response partners in the event of a simultaneous failure of primary electric power and land-line telephone services.”

  24. Panel members The Panel was composed of representatives from hospitals, health departments, EMS, Emergency Management, State Patrol, law enforcement, National Guard, telecommunications companies, amateur (HAM) radio, fire departments, and 911 Dispatch

Panel document results The HRSA and CDC Preparedness Cooperative Agreements have required that hospitals and health departments have communications redundancy so that should one system fail to function, there are other technologies that can be implemented so as to maintain comms among emergency responders

  26. Panel document results Tier 4: Amateur (HAM) Radio Most people think of HAM radio as a large metal box with all kinds of glowing tubes (that was yesteryear). Today a HAM radio can be as small as a credit card.

  27. Panel document results Tier 4: Amateur (HAM) Radio Each hospital and health department is to include HAM radio as part of their redundant communications plan.

  37. Upcoming ASPR grant activities The Wisconsin Hospital Emergency Preparedness Program (WHEPP) provides financial and technical assistance to hospitals and other healthcare facilities throughout the state to enhance healthcare preparedness for public health emergencies
