  2. Environmental Streamlining & Collaboration Workshops 3 National Workshops • NPS/FHWA March 4-6, 2003 Shepherdstown, WV • FWS/FHWA March 25-27, 2003 J. N. Ding Darling NWR • FS/FHWA April 8-10, 2003 Orlando, FL

  3. Workshop Attendees • Headquarters, Regional, and Management Unit staff from the FLMA’s representing various disciplines including: programming, planning and environment. • FLH had representatives from all 3 Divisions and Headquarters including: design, programming, planning, environment, and management.

  4. Workshop Goal “To streamline the environmental process and enhance collaboration between the Federal Land Management Agencies and the Federal Highway Administration to deliver the Federal Lands Highway Programs in a timely and responsible manner, such that our national resources remain unimpaired for future generations.”

  5. Workshop Objectives • To obtain a better understanding of the roles and driving principles of our agencies. • To foster an environment for sharing experiences and best practices. • To create a mechanism for improving upon our current performance and streamline our processes. • To establish a forum for learning and development.

  6. Workshop Format • Program and process presentations • Breakout sessions on topics generated from a questionnaire distributed and collated prior to the workshops. • Reconciliation and discussion of breakout recommendations.

  7. Action Plan Common Elements • Improve – Enhance – Document the Process (early coordination is critical). • Provide Training and Education • Effective Data Management • Development of Project Scopes • Innovative Financing and Contracting • Improved Project Management • Communication and Outreach • Flexibility of Design Standards and the Use of Context Sensitive Solutions • Reinstatement of Funds

  8. Follow-up • 2 Follow-up Workshops are Planned: • USDA Forest Service – FY 04 • National Park Service – FY 05 • Summary Brochure on the 2003 Workshops is available!
