PA PBS Network Mission The mission of the Pennsylvania Positive Behavior Support Network (PAPBS Network), through training and technical assistance, is to support early childhood programs, schools and their family and community partners to create and sustain comprehensive, school-based behavioral health support systems in order to promote the academic, social and emotional well-being of all Pennsylvania’s students. The network’s goal is to ensure that all schools have the necessary technical assistance, collaborative opportunities, and evaluative tools needed to overcome non-academic barriers to learning and achieve competence and confidence in advancing academic, social, and emotional success for all students.

PA PBS Network: Benefits of Joining for Schools and Agencies • Enhances school/district image locally and state-wide for its commitment to systems’ change to improve school climate, culture and student performance • Availability of a research-supported approach endorsed by the National and State PBIS Network • Access to PA PBS Network School-Wide Facilitators for training and technical assistance • Access to national on-line data collection and analysis tools (www.pbisassessments.org) • Fosters partnership between families, agencies, and schools

PA PBS Network: Benefits of Joining for Schools and Agencies • Integrates with SAP to provide a structure for community agencies to collaborate with schools • Consistent use of a 3-Tiered Framework for mental health/ behavioral health supports for all students • Annual program evaluation completed by Indiana University of Pennsylvania to ascertain the efficacy of SWPBIS implementation within PA PBS Network Schools

  9. PA PBS Network Implementation: Fully Implementing vs. State Averages • PA schools that fully implement SWPBIS demonstrate significantly stronger outcomes on PSSA Reading and Math compared to State Averages across three years

  10. From 2008 to 2010, fully implementing schools had significantly LOWER percentages of students in Below Basic + Basic on the PSSA Reading compared to partially implementing schools.

  11. From 2008 to 2010, fully implementing schools had significantly HIGHER percentages of students in Proficient + Advanced on the PSSA Reading compared to partially implementing schools.

  12. From 2008 to 2010, fully implementing schools had significantly LOWER percentages of students in Below Basic + Basic on the PSSA Math compared to partially implementing schools.

  13. From 2008 to 2010, fully implementing schools had significantly HIGHER percentages of students in Proficient + Advanced on the PSSA Math compared to partially implementing schools.

PA PBS Facilitator Endorsement Process • Process ensures that facilitators are highly qualified and trained to assist districts/schools • Process for Tier 1, 2 and 3 • Letter of Endorsement issued when applicant: • Complies with all criteria established by State Leadership Team (SLT) • Demonstrates training consistent with training curriculum, established by SLT • Completes required endorsement records/ checklist • Exhibits a commitment to address the ongoing training and technical assistance needs of districts/ schools

  22. PA PBS Facilitator: Expectations • Meet requirements per job description • Demonstrated expertise in behavioral principles • 3-5 year commitment to district • Serve as trainer and facilitator for schools and districts • 5% Training • 95% Process facilitation

PA PBS Facilitator: Job Description • To expand and sustain implementation of SWPBIS in Pennsylvania schools through quality training and technical assistance at all three tiers of SWPBIS: Universal, Secondary and Tertiary • To expand the support structure for delivery of training and technical assistance to schools and districts for all levels of SWPBIS implementation and evaluation

PA PBS Facilitator: Job Description • To support implementation of the virtual data collection system, used data-based decision-making, further research and evaluation • To develop collaboration with multiple systems including Education (regular and special), Mental Health, Office of Children, Youth and Family Support (OCYFS), and other service providers to support success for all students in the school and community • To manage multiple components of program development, training, technical assistance and evaluation tasks
