Online School Payments • Where every parent – irrespective of where they live in Scotland – • can go online and pay their child’s school meal, school trip and • other non-meal purchases • 2,722 state schools, 682,000 pupils, • 54.6m meals served annually, one quarter free school meals • £82m collected in school meal fees, £38m non-meal purchases (trips, uniforms, tuition fees etc in 2012) • Less than 8% of Scotland’s schools offer online payments, even then some limitations around scope (some school meals only, some trips only) and poor user experience • Card/cheque transaction processing costs three times greater than online processing costs • £750,000 savings annually if just 20% of school meal purchases were made online • National Working Group established • Plans to implement a national framework agreement in conjunction with Scotland Excel

Online Smartcard Services • Introduce, for the first time, an online offering for • Registering New & Existing Cardholders • Reporting Lost/Stolen Cards • Viewing Status Updates (e.g. card applications and card issues) • Managing Self Service (e.g. password re-sets and uploading photos) • Managing Profiles (e.g. name, address, subscriptions etc). • Consume Citizen’s Account Service for verification and sign on • Communicate and manage the change to the new model, and what that might mean for service providers and the public alike

Extension of ePlanning to include eBuilding Standards • Scottish Government-led initiative to continue modernising Scotland’s planning system • Current ePlanning Portal will soon reach out-of-contract position, replacement required for ‘business as usual’ for what is a highly successful public service • Using the opportunity created by need to replace Portal to incorporate eBuilding Standards, for the first time and as part of a phased approach

Online Licensing Applications • Removing business of the burden of ‘red tape’ key to getting Scotland moving, and to growing the economy • Deliver Scotland’s licensing processes online - personal, premises and occasional licenses - both for initial applications and, subsequent variations • Huge customer demand from retail & licensing trade and their representatives for less ‘red tape’ and better customer experience, amid concerns about • reliance on paper-based processes • consistency levels • differences in interpretations as to how rules are applied • how decisions are taken across Scotland’s forty licensing boards • Potential focus around personal licences which need to be updated to reflect refresher training in late 2014, presenting a major task for local authorities and applicants

Reducing Costs Kay Brown • Two workshops held in Perth and Edinburgh - well attended (over 20 Councils) • Objectives • To supplement existing information with feedback and input from Heads of ICT on current applications associated costs, suppliers and contract information. • To identify short and long term opportunities and agree which criteria we should use. • To present current baseline data, identify gaps and the measures required to fill them
