  2. Catalonia Autonomy • The Autonomy Statute of Catalonia (1979) states that the Department of Education of the Generalitat has whole responsibility over the administration of the educational system. • Catalan and Spanish VET systems are identical and follow European standards

  3. VET Qualifications in Spain (UK & EU reference)* • PQPI NQF level 1 • CFGM NQF level 2 • CFGS NQF level 3 • University NGF levels 4+ Examples: PQPI: gardener, house painter, waiter, CFGM: hairdresser, plumber, baker, chemical lab assistant CFGS: kindergarten educators, car engineering, dental hygienist (*) European Qualifications Framework / National Qualifications Framework

OECD: weaknesses of VET in the UK & E UK • Too many qualifications and quality standards. • Complexity of institutions and procedures often accompanied by high level of bureaucracy E • Too many university students (levels 4-6) cf. VET students (levels 2-3). • Lack of flexibility in order to meet enterprises needs • Not enough links between Professional Qualifications (employment administration) and Academic Certificates (education administration)
