Guide to Examining Safe Harbor: Questions to Ask • Did the school meet the Writing criterion? • Was there 95% participation in each subgroup and whole school? • Did the school meet the graduation rate criterion? • Are there at least 100 tested in each subgroup? If 30-99, does it represent 15% of the total tested? Are there less than 30? • Did the school receive a “D” or “F” grade? • Was there a 10% reduction in the % of students who were non-proficient in the previous year?
