  8. The programmes of measures must include the following measures • Measures needed to implement existing Community legislation for the protection of water (Annex VI, Part A) • Measures taken to apply the principle of the recovery of the cost of water use (Article 9) • Measures to protect drinking water sources (Article 7) • Measures to control abstraction, impoundment, point source discharges and other activities that impact on the status of waters • Authorisations of direct discharges to groundwater • Measures to deal with priority substances (Article 17) • Supplementary measures necessary to achieve the environmental objectives • Measures must be established by December 2009 (at latest) and made operational by December 2012
