Objectives: • Opportunities within the governance structures of Sabita for self-regulation by all sectors • Up-to-date guidelines on best available technology (to meet objectives) • Principles of HSE are incorporated into all courses formulated for and conducted on behalf of Sabita

COSHEC goals • Access to and contact with latest global developments • A policy on the introduction of best practice and best available technology (BAT) covering the full spectrum of industry activities • A protocol for self-regulation to ensure that safety standards are maintained and environmental conservation is not compromised

Current outputs • Global view • Presentation by Tony Riley (BP Oil Int.) • Two papers invited for CAPSA 04 • BAT • Definition of “bituminous” and amendments to constitution to exclude tar from the ambit of Sabita • Low temp hot-mix (Warm-mix) • Review of Sabita manual 8 (safe handling of product in tankers • Action plan for self-regulation

  9. Action plans • Formulate safe work practices • Formalise bitumen safety training • Re-classify pen grade bitumen for road transport • Develop incident reporting database • De-list pen grade bitumen for disposal to general waste • Investigate and document alternatives for coal tar
