  8. Federalization? • Federalization would entail handing over the state National Guard and control of the city to President • Can use resources better and minimize corruption/bureaucracy • Not part of our current plan, but we can incorporate elements into our design Team 6

  9. Gauging Redevelopment • Teams must coordinate conclusions to select areas of New Orleans for redevelopment • Powell and DHS, i.e. federal gov’t, must enforce recommended measures • Only issue grants to areas we want redeveloped • Must strike balance between categorical and block grants Team 6

  10. Highlights • Not all of New Orleans will be redeveloped • Communities have say in redevelopment • DHS and HUD highly involved • Oversight by IG and Don Powell Team 6
