CATEGORY 3 123515: Handle and use a Handgun for Business purposes. 123514: Handle and use a Shotgun for Business purposes. 123511: Handle and use a self-loading Rifle or Carbine for business purposes. 123519: Handle and use a manually operated Rifle or Carbine for business purposes • This category is currently applicable for the renewal of existing licenses and will now become the entry level or “Learning assumed to be in place” for all other firearm Unit Standards. This category is also the entry level to category 2. • This category is the requirement for private firearm ownership or first time firearm ownership. In other words these Unit Standards are the equivalent of what is known Internationally as BASIC LEVEL. This category is also the entry level to category 3. • This category is applicable to Security guards and anybody else who is issued with a company firearm. This category is for firearms licensed to a company or institution for “business purposes”. What this means is that a Security Officer who carries a Handgun, will be required to complete firstly 117705, then 119649 and then 123515. This category can be seen as an INTERMEDIATE LEVEL or duty related level. This category is also the entry level to category 4.

13. Deliverables The Occupational Qualifications Document • An occupational qualification defines the learning required to be competent to practice an occupation or an occupational specialisation. (QCTO will submit this document to SAQA) The Occupational Curriculum Document • The purpose of the occupational curriculum document is to enhance the quality and consistency of learning and of the internal assessment of each of the components of learning. National occupational curricula will be registered with QCTO. Occupational Assessment Specifications Document • All occupational qualifications will be assessed externally through an appropriate nationally standardised integrated summative assessment. 14. QA in relation to RPL The Qualifications Assessment Specifications will indicate clearly the RPL relating to curriculum components The expired qualifications identified to be matching the curriculum will be identified and can therefore be accepted as affording the learner exemption for specified components The QCTO will actively promote the provision of RPL and provide policy and guidelines QCTO Presentation - Roadshows Oct - Nov 2013

15. THE PFTC PROPOSAL: 1 Keep the body of knowledge contained within each Unit Standard unchanged 2 Make the required changes to incorporate the 20% rule without altering the content of the qualification 3 Make sure that only minor changes are required in terms of the National External Summative Assessment 4 Document the similarities between the old and new qualifications and clearly explain the exemption awarded for prior training and certificates 5 Request written submissions from Industry Stakeholders and Critical Interest Groups 6 Obtain a clear picture of the direction that the Firearms Industry as a whole wants the creation of the new qualification to follow 7 Maintain Stakeholder Participation throughout the process 8 It is the view of the PFTC that drastic changes to the qualification and body of knowledge contained therein would be extremely detrimental to the Firearms Industry as a whole

16. QUALITY ASSURANCE OF LEGACY QUALIFICATIONS QUALITY PARTNERS – DELEGATED FUNCTIONS In terms of section 32 of the NQF Act read with section 26I of the SDA The QCTO has conferred on the SETAs and Professional Bodies the authority to undertake the following quality assurance functions subject to the terms and conditions contemplated in paragraph 5 of the Delegation document QCTO Presentation - Roadshows Oct - Nov 2013

17. QUALITY ASSURANCE OF LEGACY QUALIFICATIONS • accredit providers for the qualifications or part qualifications listed in the schedule in terms of criteria determined by the QCTO; • monitor the provision by providers of learning programmes leading to qualifications or part qualifications in order to ensure that the criteria for accreditation contemplated in article 4(a) are being complied with; • evaluate learner assessment and the facilitation of moderation of learner assessment by providers; QCTO Presentation - Roadshows Oct - Nov 2013

QUALITY ASSURANCE OF LEGACY QUALIFICATIONS • upload learner data to the NLRD according to the NLRD load specifications • perform such other functions consistent with the NQF Act and the SDA as the QCTO may from time to time allocate to the Quality Partner in writing.
