Introduction to the IECQ International Certification System Focus – IECQ Hazardous Substance Process Management (HSPM) Programme and QC 080000 APEC Sub-Committee on Standards and Conformance Trade Facilitation Task Force (TFTF) Joint Meeting with APEC Chemical Dialogue (CD) on Restrictions on Hazardous Substances (RoHS) Sunday June 24, 2007 Chris Agius Executive Secretary IECQ

  2. What is IECQ The IECQ is the IEC International Conformity Assessment Scheme providing a single International Assessment and Certification System covering electronic components, related materials, sub assemblies and processes. IECQ therefore provides a single International Conformity Assessment tool to support the "Business to Business Supply Chain Management System".

  3. IECQ – Part of the IEC • IECQ, a Certification System of the IEC – the International Electrotechnical Commission • The IEC was founded in 1906 in London, UK • Its Head Office is in Geneva, CH • The IEC is one of the International Standardisation Bodies recognised by the World Trade Organisation (WTO), others include ISO, ITU • The IEC Charter is to promote International Standardisation in the Electrotechnical Sectors.

  4. International International Electrotechnical Commission International Organization for Standardization International Telecommunication Union International Organization of Legal Metrology Regional National Standards Bodies/Committees The World of Standards

  5. What is the IEC? • The International Electrotechnical Commission • Founded in 1906 to promote international co-operation on all questions of standardization and related matters in the field of electrotechnology

  6. Achieving the IEC Mission • To achieve this mission, the IEC • Through its National Committee members, • Through cooperative agreements, and • Directly • Encourages National and Regional use of IEC International Standards and IEC Conformity Assessment (Certification Systems) Schemes

  29. IECQ QC 080000 - Why? ISO 9001 Certification alone? Extract: 1.2 Application All requirements of this International Standard are generic and are intended to be applicable to all organizations, regardless of type, size and product provided. Where any requirement(s) of this International Standard cannot be applied due to the nature of an organization and its product, this can be considered for exclusion. Where exclusions are made, claims of conformity to this International Standard are not acceptable unless these exclusions are limited to requirements within clause 7, and such exclusions do not affect the organization's ability, or responsibility, to provide product that meets customer and applicable regulatory requirements. ISO 14001 Certification alone? Extract from Introduction: This International Standard does not establish absolute requirements for environmental performance beyond the commitments, in the environmental policy, to comply with applicable legal requirements and with other requirements to which the organization subscribes, to prevention of pollution and to continual improvement. Thus, two organizations carrying out similar operations but having different environmental performance can both conform to its requirements.

  30. IECQ QC 080000 ADDS to ISO 9001 • QC 080000 builds on the existing Generic Quality Management System Requirements of ISO 9001 • ISO 9001 MUST be read in conjunction with QC 080000 • QC 080000 includes the requirements for managing Hazardous Substances that are in addition to the “base line” Management System requirements of ISO 9001 • To facilitate easy use, QC 080000 uses the same Clause numbering as ISO 9001

  31. IECQ QC 080000 Compliments ISO 9001 Extract from IECQ QC 080000 Foreword This IECQ Specification and its requirements are based on the belief that the achievement of Hazardous Substance Free (HSF) products and production processes cannot be realized without an effective integration of management disciplines. This Specification is a supplement to and exists in concert with the ISO 9001-2000 Quality Management System (QMS) framework for the comprehensive, systematic, and transparent management and control of processes pursuant to HSF goals. This document is basedon the EIA/ECCB Standard 954 Electrical and Electronic Components and Products Hazardous Substance Free Standard and Requirements to serve as guidance for manufacturers in the fulfillment of HSF and customer requirements which may include regulatory requirements such as Directive 2002/95/EC of the European Parliament and of the Council of 27 January 2003 on the restriction of the use of certain hazardous substances in electrical and electronic equipment (RoHS) and Directive 2002/96/EC of the European Parliament and of the Council of 27 January 2003 on Waste Electrical and Electronic Equipment (WEEE).

  32. IECQ QC 080000 refers to ISO 9001 Extract from IECQ QC 080000

  33. IECQ QC 080000 – Why? Word search for “Hazardous” or “Substance” in: • ISO 9001 • ISO 14001 • IECQ QC 080000 In addition: The Acronym “HSF” (Hazardous Substance Free) appears148times in IECQ QC 080000
