Introduction • Is TERPS important to you as a facility manager? • What do you know about your TERPS program? • Are you involved with your facilities TERPS issues? • Is TERPS an additional duty in your facility? • How much time does your TERPSter spend accomplishing TERPS? • How thorough is the documentation for your TERPSters’ database? • What are some indications of a poor TERPS program you should be aware of?

  4. How can TERPS help you as the Facility Manager? TERPS provides the procedures and products that facilitate the mission. TERPS evaluates proposed construction, informing the OG/CC of construction/obstacles that could hamper the mission and cause approach or departure minimums to be raised, or the procedure to be unusable/unsafe. TERPS ensures instrument procedures are safe and flyable by low time pilots. TERPS

  5. How can incorrect application of TERPS hurt you as the Facility Manager? By not correctly evaluating obstacles against instrument procedures, resulting in a catastrophic incident. By incorrectly designing procedures that hamper ATC and the mission. How can you help your TERPSter help you? Allow them to receive the training and time to correctly apply the criteria. Don’t task them for duties outside of TERPS responsibilities. TERPS

  6. MAJCOM’s with unit TERPS specialists assigned ACC – AETC – AFRC – ANG – AFMC – PACAF MAJCOM’s with no unit TERPS specialists assigned AFSPC – AMC – USAFE - AFSOC Not all units will have a specialist assigned on the base MAJCOM/Unit TERPS

Issues • TERPS Criteria Changes - AFMAN 11-226(I), United States Standard for Terminal Instrument Procedures, is undergoing an unprecedented revision, change .19 and .20 • Criteria transitioning from emphasis on ground-based to satellite based navigation (RNAV/GPS) • Civil regulation going to a five-volume format • The complete change scheduled to be spread out over 4 changes • AFI 11-230 also undergone re-write • At AFDPO for publication • Get your TERPSter the Training They Need to Effectively Do Their Job!!! BE AGGRESSIVE! BE PROACTIVE, NOT REACTIVE

Issues • Air Force Terminal Instrument Procedure Software (AFTERPS) – Outdated and not compliant with current FAA criteria • Replaced with a commercial product developed by MacDonald, Dettwiler and Associates (MDA) Ltd. under contract to the USAF • Global Procedure Designer (GPD) is that replacement • Major advancement-Requires a more “computer literate” TERPSter • Digital aeronautical data ingest and output-DAFIF, DTED, DVOF, Raster Products

  9. Issues • Air Force Global Procedure Designer (GPD) • Fielding began in Aug of 2004 at HQ USAFE • Updated, criteria compliant procedures may require ‘NEW’ procedures • Obstacle modeling and new criteria will cause procedural changes

Issues • Global Procedure Designer (GPD)– (Continued) • Benefits to TERPS: • State of the art; able to capitalize on all available digital data • Traceability of requirements • Multiple criteria options (ICAO, NATO, USAF) • More functions (Departures, MVAC, MIFRAC, MSAW, etc.) • Procedure packages storable on e-media • Bulk revalidation • 3-D capability • Software requirements: • Required training (primary/alternate TERPS person) • Hardware restrictions

Issues • Training Initiatives • Formal School is updating curriculum • Course start date of 10 Apr 06 • Based on MAJCOM identified deficiencies • Course length to increase to 12 weeks (up from 8) • TERPS JQS to be replaced by Interactive Courseware • Qualification, Training and Certification (QTAC) Program • Content developed by MAJCOM TERPS staffs • Standardizes follow-on training and establishes qualification training for criteria changes • Additional Training • New TERPS Automation Program (GPD)-Must be formal, not in-house • FAA Courses ( OEAAA, GPS/RNAV, PANS-OPS and Airspace & Procedures)
