  3. Background • RFB/2012/00039:PANEL OF ADVISORY SERVICES FOR THE ROAD ACCIDENT FUND (RAF) • Advertised on 08 March 2013 • Closing on 03 April 2013

  4. Purpose of the RFP SCOPE of work • The RAF wishes to appoint an Advisory Panel with expertise in the fields listed below. The Advisory Panel will be constituted as follows:

Purpose of RFB continues…… The following are description of each area • Public Law” Refers to the law that regulates the relationship between the State and its citizens, which includes, but is not limited to, the theory and practice of human rights, constitutional and administrative law, environmental law and statutory interpretation. • “Healthcare Management” Refers to the management of aspects pertaining to health care which includes, but is not limited to, areas of health care policy, international health care systems, economy of health care, quality assurance, as it relates to the prevention, treatment and management of illness. “Healthcare Financing” Refers to the funding pertaining to the health care systems which includes, but is not limited to, revenue collection, pooling and purchasing, delivery or provision of services. Purpose of RFB continues…… • The following are description of each area • “Social Security” Refers to the protection which society provides for its members through a series of public measures to offset the absence or substantial reduction of income from work resulting from various contingencies (notably sickness, injury in a motor vehicle accident, maternity, employment injury, unemployment, invalidity, old age and death of the breadwinner); to provide people with health care; and to provide benefits for families with children.   7. Evaluation Criteria Evaluation will be based on the following: • Technical Functional Mandatory (Comply or Not Comply) – Bidders who do not meet the mandatory requirements will be disqualified. • Technical Functional Requirement (100 points) • Price and BEE Evaluations (90/10 points)

MANDATORY EVALUATION CRITERIA Retired Judges • Bidders must have been appointed as judges of the High Court. • Note: Bidders must provide documentary proof of their appointment, indicating when they were appointed, to which Court, and when they retired from the bench. • A bidder must have a minimum of five (5) years experience as a Judge. • Note: Bidders must provide a CV to confirm five (5) years experience. • Bidders must, simultaneously with submitting the bid, provide the RAF with a letter from the Department of Justice (DOJ) to confirm that the bidder was in good standing as a judge when he / she retired from the bench. • Note: The RAF reserves the right to verify the authenticity of the letter and the content thereof with DOJ. • MANDATORY REQUIREMENTS • RFP/2012/00039

MANDATORY EVALUATION CRITERIA Retired Judges • Bidders must confirm that they have read and understood the terms and conditions set out in the attached Service Level Agreement (Annexure G), which terms and conditions the bidder accepts, in the event that the RAF awards a contract to the bidder pursuant to this bid. . • Failure by the RAF and the successful bidder to conclude a contract within 60 days following the issuing by the RAF of the award letter to the successful bidder, will result in the bid being deemed to be non-responsive which will then entitle the RAF, at its sole discretion, to consider other responsive bids and award the tender to another bidder or bidders. • . • MANDATORY REQUIREMENTS • RFP/2012/00039

MANDATORY EVALUATION CRITERIA Academics • Bidders must have a doctorate degree relevant to the deliverables identified in this specification. • Note: Bidders must attach a copy of the doctorate degree.. • Bidders must have a minimum of five years of experience employed in an institution of higher learning. • Note: Bidders must attach proof of higher learning institution employment. • . • MANDATORY REQUIREMENTS • RFP/2012/00039

  16. Disqualification of bids • Bidders shall be disqualified if they fail to: • Submit a valid and original tax clearance certificate • Complete questionnaires in full • Submit true and correct information • Comply with mandatory requirements • Comply with prescribed response format

  18. Bid responses sent by courier must reach the reception at least 36 hours before the closing date (03 April 2013), to be deposited into the Bid box. • Submission Register must be signed at the reception by bidder when submitting bid documents.
