  2. What are district residents being asked to approve? Increase in property tax to raise local funding for the following initiatives: • Student enrollment growth • School safety • Student services and support Proposed tax increase of 49 cents per $100 of assessed property value

  3. Why is this needed? • Enrollment increases across the district during the past seven years have put a strain on personnel and classroom resources • District may not be able to hire additional teachers authorized through the annual unit count • School safety personnel are funded through local funds • Additional funding is needed for technology and textbook upgrades • Funding is needed to assist student organizations and to provide additional services to students • Possible state budget cuts in Fiscal Year 2018

State Budget Reductions • For Fiscal Year 2018, the State of Delaware is considering cutting its education budget by an estimated $15 million. • Approximately half of this total will come from public school districts statewide. • The impact to the Indian River School District is estimated to be $900,000.

What will happen if the referendum does not pass? • $13 million in budget cuts; about one-third of district budget • Cuts in school safety programs • Significant reduction in staff due to inability to meet payroll • Larger class sizes • Inadequate instructional supplies and materials • Elimination of student programs

Potential Staff Reductions If referendum does not pass • Employee Group Positions Eliminated • Administrators 5* • Secretaries 7.5 • Custodians 10 • Food Service 12 • Paraprofessionals 20 • Teachers 90 * - In addition to 5 positions currently being left unfilled Reductions would represent approximately 10 percent of the district workforce

  10. Additionally… • With referendum approval, the district will still need to reduce its budget by more than $5 million • Previous state budget cuts and construction cost overruns have cut into district reserves • Estimates include anticipated state budget cuts in Fiscal Year 2018

  11. What has the district done to save money? • Left 5 administrative positions unfilled • Cut 5 additional positions for Fiscal Year 2018 • Closed the Outdoor Education Center at Ingram Pond for 2016-2017 • Reduced discretionary budgets • Curtailed district-sponsored travel

  12. What corrective actions were taken as a result of the state audit? Financial Oversight: • Hired an experienced, well-reputed Director of Business • Prohibited the sharing of passwords in the state’s financial system • Refined and/or created internal control policies • Arranged ongoing training for financial staff

Employee Compensation: • Provided updated salary information to employees for review/verification • Reduced mileage reimbursements by obtaining a state fleet vehicle • Required Board of Education approval for all administrative salary adjustments

Additionally… • Greater detail regarding discussions will be included in Board of Education meeting minutes (irsd.net). • The public is invited to attend the district’s monthly Finance Committee meeting, which is held on the second Monday of each month at 7:30 p.m. at the Indian River Educational Complex in Selbyville.

  18. School Safety • School security monitors (15 positions) • School resource officers (5 positions) • District investigators (2 positions) • Improvements to doors and windows • Purchase of radios, school and bus cameras, card readers and other security devices Estimated cost: $1,200,000

Student Services and Support • Technology upgrades to computers/tablets, SMART boards and switches • Software license upgrades • Textbook purchases in English language arts, math, social studies, science, art, music, dance and theater • Funding for student clubs such as Odyssey of the Mind, HOSA, BPA, FFA, robotics and Math League • Funding for other services impacting students, including transportation Estimated cost: $1,200,000

  31. Computing Your Tax Increase To calculate the increase in your tax bill for the referendum, use a rate of .49 Divide your property assessment by 100. Multiply that number by the tax rate above to determine the overall increase in your bill. Example Assessment: $19,472 Divide assessment by 100 = 194.72 Multiply 194.72 by tax rate of .49 = $95.41 Your overall tax bill will increase by $95.41

Who is Eligible to Vote? • Indian River School District residents who are U.S. citizens and at least 18 years of age. • Residents DO NOT have to be property owners according to state law. • Voter registration is not required. • Proof of identification and residency is required to vote. • Absentee ballots available by mail until noon on February 24 and in person until noon on March 1.Contact Department of Elections at 856-5367.
