Firstly… • Because our funding levels are reducing as a result of: • Volvo Car UK’s switch to sponsoring the RYA Keelboat Programme. • Expected reductions to our lottery funding caused by the reduced levels of lottery monies available for Sport England to distribute following the recent decline in lottery ticket sales. 2003 RYA Volvo Champion Club Seminars

  7. The Review • The review was conducted by: • RYA Youth Steering Group (YSG) • Staff Team • Key Coaches • Involved key representatives from the Class Associations and a select group of Champion Clubs 2003 RYA Volvo Champion Club Seminars

  10. Making the best better This is important since we receive funding from the Sport England Lottery Fund to achieve consistent success in the major international sailing competitions. 2003 RYA Volvo Champion Club Seminars

Encouraging more junior and youth racing • This is vital because: • We need to ensure young sailors are provided with appropriate opportunities to enjoy yachting for a lifetime both on and off the water. • This is central to us having a vibrant and successful sport in the future. • It helps us to raise overall racing standards. 2003 RYA Volvo Champion Club Seminars

Key Findings 1-3 • Only a small number of clubs within each class can provide the quality of coaching sailors need to achieve a high level. • Clubs need to be continuously introducing young sailors into racing at a much earlier age – around 6-8. • There is insufficient open training across some of the the junior and youth classes to support the club programme and underpin the RYA programmes. 2003 RYA Volvo Champion Club Seminars

Key Findings 4 - 6 • Poor overall calendar planning and providing too many junior squad places damages club sailing programmes. • There is no clear system to assess talent in non-recognised classes. • Junior to Youth transition needs to be at U16 to maximise the chances of success at youth level. 2003 RYA Volvo Champion Club Seminars

Key Findings 7 - 9 • To enhance their ability to achieve success at junior level, a sailor needs to be in the national junior squad for at least 2 years. • The age structure of zone squads has been too high given the need to transition at U16 and be within a national junior squad for 2 years. • Insufficient RYA resources have been invested into making the best sailors better, particularly at national junior squad level. 2003 RYA Volvo Champion Club Seminars

Key Findings 10 - 12 • Training levels on-water and off-water need to increase significantly if sailors are to achieve a high level. • The RYA needs to put more resources into planning the preparation of talented sailors. • Quality coaching makes the biggest difference to sailor progress. 2003 RYA Volvo Champion Club Seminars

Key Findings 13 - 15 • There is a need to introduce a special programme to support the development of crews. • There is a need to improve the advice and guidance given to sailors graduating from our squad programmes. • Additional financial resources need to be secured to enable the RYA to improve future support levels. 2003 RYA Volvo Champion Club Seminars

Talent Search Timescale: June 04 We are going to: • Establish a framework that assists Club Co-ordinators to flag up young talented sailors to our team of HPMs. • Use: • RYA Coaches to Club to identify talent. • RYA Coaches running Open training to spot talent. • A Portsmouth Yardstick Scheme event within the Zone Championships to identify U16 sailors from non-recognised classes. 2003 RYA Volvo Champion Club Seminars

Junior Open Training Timescale: Sept 03 We will: • Assist the Junior Class Associations to establish an open training programme running in each zone/home country in partnership with their key clubs. • This initiative will aim to ensure that all young sailors of all abilities can access good quality coaching within a reasonable travelling distance. 2003 RYA Volvo Champion Club Seminars

  22. Junior Open Training RYA has: • Funded central co-ordination and part of the Head Coach costs. • Agreed to underwrite Year 1 of the programme. • Helped to arrange the coaches, venues and promotion. 2003 RYA Volvo Champion Club Seminars

  23. Junior Open Training • Open training dates will be co-ordinated between Class Associations, Clubs and the RYA to minimise the damage to club sailing programmes. • The programme will become self funding in 2005. 2003 RYA Volvo Champion Club Seminars

Zone Squads Timescale: Sept 03 • We’ve made 4 key changes to the 2003/4 zone squad programme. • It is important to understand that the purpose of the Zone Squad Programme is to feed talented sailors into NJS at the optimum age to enable them to progress towards achievement at World/European Junior Championships. 2003 RYA Volvo Champion Club Seminars

  25. Zone Squads – Change 1 • We have reduced the ages for our Zone Squads. • Age limits have been set according to the optimum age to enable the sailor to be nurtured within the ZS programme and then progress into the NJS at the optimum age. 2003 RYA Volvo Champion Club Seminars

  26. Zone Squads – Change 1 Normally, the age limits for the 2003/4 Zone Squads will be: • Optimist U12 (Previously U15) • Topper U14 (Previously U16) • Cadet U14 (Previously U16) • Mirror U14 (Previously U16) • Windsurfing U14 (Previously U16) 2003 RYA Volvo Champion Club Seminars

Zone Squads – Change 2 • We are focusing our resources on smaller number of sailors who will receive training all year round to enable us to accelerate their progress. • This means that squad sizes will be smaller. • This is because we are expecting there to be a smaller number of sailors of the appropriate standard within the new age categories to invite. 2003 RYA Volvo Champion Club Seminars

Zone Squads – Change 2 Indicative maximum squad sizes are: • Optimist: 12 Boats (Previously 18-24 Boats) • Topper: 12 Boats (Previously 18 Boats) • Cadet: 6 - 12 Boats (Previously 6- 12 Boats) • Mirror: 6 – 12 Boats (Previously 6 – 12 Boats) • Windsurfers: 6-10 Boards (Previously 12 – 18 Boards) 2003 RYA Volvo Champion Club Seminars

  29. Zone Squads – Change 3 To deliver quality training more effectively for the Cadet and Mirror Classes, we will: • Run separate squads in Zones where there are sufficient standard/number of sailors to justify a Zone Squad. • Run combined squads where there are insufficient number of sailors to justify a separate Zone Squad. 2003 RYA Volvo Champion Club Seminars

Zone Squads – Change 3 For the Cadets this will mean that: • We will run squads in the South, East and West Zones. • Sailors from the South West and South East Zones will train with the South Zone Squad. • Sailors from the Midlands or North will train with the West Zone. 2003 RYA Volvo Champion Club Seminars

Zone Squads – Change 3 For the Mirrors this will mean that: • We will run separate squads in the South and South West Zones. • We will run a combined squad for sailors from the East, West and North Zones. • Sailors from the South East Zone will train with the South Zone Squad. 2003 RYA Volvo Champion Club Seminars

Zone Squads – Change 4 • We are inviting sailors to receive Zone Squad training based on their performance in the first three Junior Open Training Camps and one Winter Regatta. • Invitations will be made solely using the following discretionary selection criteria rather than a qualification system. • The Selection Committee may use one or more of the following criteria: • Performance in the first three open training sessions of the Open Training Programme. • Performance in the Open Winter Regatta. • Performance in the Zone Championships. • Performance in the stated 2003 Zone Indicators. • Class ranking lists. • Height and Weight. • Goals and aspirations. • Attitude and behaviour throughout the Series and during previous training. • Age and future potential. • Other factors the Selection Committee considers appropriate. 2003 RYA Volvo Champion Club Seminars

  33. Zone Squads – Change 4 • Selectors will also have the authority to invite older sailors who are late developers. • This change means that we would not be using indicator event system in 2004. 2003 RYA Volvo Champion Club Seminars

  34. National Junior Squads • We are making 3 key changes to our National Junior Squad programme. 2003 RYA Volvo Champion Club Seminars

NJS - Change 1 Timescale: Sept 04 We are: • Setting National Squad ages to ensure sailors can transition into youth sailing at the optimum age. • This means that a sailor will need to be U15 at time of selection to be eligible for a National Junior Squad place. • This will ensure that sailors are U16 when they compete in their World or European Championships. 2003 RYA Volvo Champion Club Seminars

  36. NJS - Change 1 • Class Squad Steering Groups will have the right to invite an agreed number of older sailors to receive further support. • We are proposing to introduce this younger age limit in 2004. • This will ensure that the majority of the 2002/3 Zone Squad members are still able to compete for a National Junior Squad place this year. 2003 RYA Volvo Champion Club Seminars

  37. NJS – Change 2 Timescale: Sept 03 We will be focusing our resources on smaller number of sailors all year round. • This will mean that Squad sizes will become smaller. The size of Squads will set based on the performance standard of the class. 2003 RYA Volvo Champion Club Seminars

  38. NJS – Change 2 Indicative NJS sizes would be: • Optimist: 32 Boats (Previously 64 Boats) • Topper: 24 Boats (Previously 30 Boats) • Cadet: 18 Boats (Previously 30 Boats) • Mirror: 12 Boats (Previously 18 Boats) 2003 RYA Volvo Champion Club Seminars

  39. NJS – Change 2 • This change will enable the RYA to introduce additional training for leading sailors and also increase the number of training camps to help the best to become better. 2003 RYA Volvo Champion Club Seminars

NJS – Change 3 Timescale: Oct 03 We will be sharpening the focus of our international competition resources: • Providing the most talented leading sailors with the necessary international competition experience. • Targeting support to sailors who are U16 and who are going to make the transition into youth sailing. 2003 RYA Volvo Champion Club Seminars

Youth Open Training Timescale: Sept 03 We have: Assisted the Youth Class Associations to enhance their open training programmes. • This initiative will aim to ensure that all youth sailors of all abilities can access good quality coaching within a reasonable travelling distance. 2003 RYA Volvo Champion Club Seminars

Jnr to Youth Transition Timescale: June 03 We are: • Identifying National Junior Squad transition sailors early. • Discussing transition options with identified sailors/parents. • Running a Transitional Camp to enable identified sailors to try different boats and crewing/helming.End of Aug or End of Dec 2004 at Plaus Menai. 2003 RYA Volvo Champion Club Seminars

  43. Transitional Youth Squad Timescale: Sept 03 • We are inviting sailors to receive Transitional Youth training based on their performance in the first two/three Open Training Camps being run by the Youth Class Associations. • Normally, sailors will only be eligible for support for 1 year. • However, the RYA may invite previous talented TYS members to receive further support. Invitations based on performance in NYS Indicator Events. 2003 RYA Volvo Champion Club Seminars

  44. Youth Squad Timescale: Sept 03 We have: • Enhanced invitational training – now called tailored support. • Introduced Crew Coaching. • Provided NYS exit advice to sailors. 2003 RYA Volvo Champion Club Seminars

  45. Staffing Timescale: Implemented April 03 • The Youth Racing Manager has re-organised our Staffing Resources to improve the delivery of our programmes to: • 4 English High Performance Managers • 1 National Junior Squad Manager • 1 Youth Squads Manager 2003 RYA Volvo Champion Club Seminars

  46. New HPM Areas • The geographical areas covered by the HPMs are now: • Chris Atherton - Managing South/South West Zones • Bruce Bonar - Managing South East/East Zones • Jane Clague - Managing West Zone • Gerry Ball - Managing North Zone • HPMs are now supported by a HPM Administrator - Jenny Campbell-James. 2003 RYA Volvo Champion Club Seminars

  47. New HPM Role • The HPMs role has been re-focused to enable them to solely deliver zone based responsibilities. • Their primary purposes now is to: • Increase junior and youth racing participation • Identify and nurture young talent • There are responsible for: • Delivering the RYA Champion Club Programme • Assisting Classes in delivering Open Training • Co-ordinating Talent Search • Organisation of the Zone Champs • Delivery of the Zone Squad Programme 2003 RYA Volvo Champion Club Seminars

  48. New National Junior Squad Manager • We have appointed a new National Junior Squad Manager to manage the RYA National Junior Squad Programmes who is dedicated to consistently developing World Class junior sailors. • His key responsibilities include: • Developing and managing a World Class NJS training and support programme with Steering Groups • Guiding, co-ordinating and overseeing the programmes of the leading NJS sailors • Leading invitational training for top junior sailors • Developing and managing NJS Coaching Teams • Setting NJS international grants and support • Managing sports science support • Providing transition advice 2003 RYA Volvo Champion Club Seminars

  49. Youth Squad Manager • We have now made the RYA Youth Squad Manager (YSM) and National Youth Coaches responsible for organising small group training and providing one to one support for our best youth sailors, in addition to running our transitional training and national youth squads. • Small Group training and one to one support for the best sailors was previously provided locally by HPMs. • This step will ensure that all top youth sailors receive a consistent level of support. It will also ensure that the best and most knowledgeable people are working with the most talented sailors, and it will significantly help to overcome the previous National Coach/HPM/YSM role duplication and communication issues. 2003 RYA Volvo Champion Club Seminars
