Mobilise & Diagnose • Identify what’s wanted v what‘s needed through State of Play Audit通过现状审计找出想要的和需要的 • Identify what support is available and what’s missing?找出现有的支持有哪些及缺少的有哪些 • Agree which elements of the challenge are in / out of scope?对于工作范围中所应包括/排除的挑战因素达成一致意见 • Build the City Government team组建城市领导小组 • Build the City-wide Carbon Management Board组建城市范围的碳管理委员会
