  10. Responding to the ChallengesThe Policy Environment • Improving monitoring and evaluation • Working with other LAs and Central Government • Developing urban frameworks to inform planning policy, to better protect town centres • Innovative solutions within the non-domestic rates system

  11. Conclusions • There are challenges, but for every challenge there are opportunities and solutions • We need to look at town centres differently – and identify what we want them to be
