Background - HHFKA • Requires SFAs follow the updated meal patterns (rule published January 26, 2012) • Provides performance-based reimbursement for SFAs that demonstrate compliance with updated meal pattern for lunch and the current meal pattern for breakfast • SFAs must demonstrate compliance with those requirements in effect at time of certification • Additional reimbursement becomes available October 1, 2012

Certification – Option ONE • SFAs must submit the following documents for lunch: • Menu Certification Submittal form • Menus for each menu type offered • USDA Menu Worksheets(s) for each menu type offered • Weighted nutrient analysis of calories and saturated fat for each menu type • Attestation form • Site list

Certification – Option TWO • SFAs must submit the following documents for lunch: • Menu Certification Submittal form • Menus for each menu type offered • USDA Menu Worksheets(s) for each menu type offered • Simplified Nutrient Assessment of calories and saturated fat for each menu type • Attestation form • Site list

  10. 1. Menu Certification Submittal • Used as a cover page • Used as a checklist • Used to identify contact person • Used to document the number of menus and worksheets submitted per grade group for lunch and breakfast

  11. 2. Menus • Submit one full week of each menu offered by grade group • Submit menus for lunch and breakfast • Save menus to the USB flash drive or CD

Menus - What is considered a menu? • For certification, a menu is a descriptive list of all the reimbursable meals offered. • The menu is based upon all meals served at a school site and not by individual serving lines • SFAs with a centralized kitchen who have a single menu that serves all schools in a particular grade group will only need to submit one menu.

Menus - What is Considered a Menu? • Example 1: If you serve an elementary school menu, a middle school menu and high school menu for lunch and one menu for breakfast, you must submit four menus and four USDA Menu Worksheets • Example 2: If four of your five schools serve the same menu, and your fifth school only serves part of that menu, you must submit two menus and two USDA Menu Worksheets

  14. 2. Menus - Saving your Lunch Menus Please save your menus electronically by USB flash drive or CD format. Save the electronic copy of the lunch menus as shown below. The chart provides an example of an SFA with the CNIPS identification number 01234 (excluding the zero). Lunch Menus

  15. 2. Menus - Saving your Lunch Menus For multiple menus within the same grade group, add an underscore plus an identifier to the end of the file name. Example – Multiple Lunch Menus in same grade group

  16. 3. USDA Worksheets • Complete a separate USDA Worksheet for each grade groups (K-5, 6-8, K-8, 9-12). There are separate worksheets for breakfast and lunch. • Submit a different worksheet for each menu offered.

  17. 3. USDA Worksheets (continued) • Worksheets are based on a 5-day school week. Worksheets for 4-day, 6-day, and 7-day school weeks are also available on the USDA website • Extended USDA Worksheet : Grade 6-8 and 9-12 • Please use the most updated version for the Menu Worksheets. These are always updated and available on: • USDA website • CNIPS “Download Forms”

  19. 3. Saving your Lunch worksheets – Option One Please save your menus electronically by USB flash drive or CD format. Save the electronic copy of the USDA Menu Worksheets using the guidance provided in the chart below. The chart provides an example of an SFA with the CNIPS identification number 01234 (excluding zero). Lunch Worksheets NOTE: SFAs under Option Two will name worksheets as listed under the Simplified Nutrient Assessment section.

  20. 4. OPTION ONE-Nutrient Analysis • This is for SFAs choosing Option ONE • SFA provides weighted nutrient analysis of menu(s) using USDA approved software • Analysis includes: menu item, portion size, planned quantities, calories and saturated fat for each item

OPTION ONE –Nutrient Analysis • The nutrient analysis must use a weighted weekly average that shows the planned quantity for each menu item, NOT simple averaging • If submitting a menu that was already served, the SFA must report the actual quantity for each menu item • Before printing the analysis, ensure that portion values (not weighted values) are shown • Guidance on weighted averaging, Nutrient Analysis Protocols, is located on the USDA Food and Nutrition Services, Resource Library, Web page at http://healthymeals.nal.usda.gov/hsmrs/Software/For%20Web/NAPManual.pdf

OPTION TWO-Simplified Nutrient Assessment • This is for SFAs choosing Option Two • SFAs choosing Option #1 DO NOT need to complete the Simplified Nutrient Assessment Tab • The Simplified Nutrient Assessment is located at the end of the USDA Menu Worksheet on tabs 11-12 • The SFAs must enter data for calories and saturated fat for main dishes, sides, desserts and condiments

  23. 4. Saving your Simplified Nutrient assessment / Worksheet: Option Two Please save your simplified nutrient assessment worksheets electronically by USB flash drive or CD format. Save the electronic copy using the guidance provided in the chart below. The chart provides an example of an SFA with the CNIPS identification number 01234. Attestation As part of certification, SFAs must attest that: • They are in compliance with all current meal pattern requirements • Documentation is representative of the ongoing meal service within the SFA • The minimum required food quantities for all meal components are available to students in every serving line

  29. 5. Attestation (continued) • For SY 2012-13, SFAs are required to submit hardcopy of the attestation with the original signature • Certified SFAs must annually attest, through SY 2014-15, compliance with the meal pattern requirements, as new requirements are phased-in

  30. 6. Site List • Provide a list of all approved sites with the corresponding menu file name

  37. Certification Processing • Receipt of Menu Packet • Compare Menu Certification Submittal with the documents received • If packet is incomplete – The SFA will receive an email and a phone call that will identify missing documents

  38. Certification Processing • Reviewer will review the packet for compliance • The SFA will have 10 business days to submit the needed documents. After 10 business days with no response, the packet will be returned to the SFA • CDE has 60 days from date of receipt of a complete packet to approve/deny

  39. To certify or not to certify?That is the question… • USDA requirement • District will lose additional reimbursement • First on Administrative Review List for SY 2013-2014 • New breakfast requirements in effect SY 2013-2014 and will be included in Administrative Review process
