Major Shifts in Philosophy • “Competitive Equity” to “Fairness in Competition” • Acceptance that member schools are not equals • Increased decision-making at local levels • Shift of responsibility from the NCAA to individual institutions and conferences
NCAA Working Group on Collegiate Model • Phase I – Legislative proposals (27) • Step I: October – December • -Feedback from conferences and institutions • -Introduction to the NCAA Board • Step II: December • -Feedback will be reviewed by Rules Working Group • Step III: December – January • -Revisions made (if necessary) • -Final legislation voted on at January Board Meeting
Legislation (1-8) *1) A philosophical shift from “competitive equity” to “fairness in competition” *2) Elimination of rules that restrict recruiting coordination functions to coaches *3) Prohibition of live scouting of future opponents - limited exceptions *4) Removal of numerical limit on off-campus recruiters at any given time 5) A universal definition of “Actual and necessary expenses” (A&N) 6) Transition of A&N expenses to a year-long calculation instead of event-by-event basis 7) Student-athletes may receive $300 in excess of A&N expenses 8) Allow individuals to receive A&N competition=related expenses from outside sponsors , provided not an agent or professional sports org.
Legislation (9-17) • 9) Expansion of competition-related expenses to all sports (prev. Tennis only) • 10) Include A&N developmental training expenses provided by governmental entities • *11) Allow schools to treat prospects like student-athletes after NLI or financial deposit • *12) Allow off-campus contact with PSAs at start of junior year. Allow communications with recruits as of July 1 following sophomore year • *13) Elimination of restrictions on communication methods - July 1 after Sophomore yr. • 14) Elimination of the need to provide PSA with banned drug list and APR data • *15) Prohibition of all written correspondence outside of general correspondence • *16) Allow advertising and promotions to enroll, provided not specific to PSA • 17) Elimination of all publicity restrictions after PSA has signed an NLI
Legislation (18-25) • *18) Elimination of all camp and clinic employment rules related to PSA’s and SA’s. Senior football prospects would be allowed to participate in camps and clinics • 19) Elimination of academic regulations from Bylaw 14 (if stated elsewhere) • 20) Allow institutions, conferences or NCAA to provide awards to enrolled SA’s anytime • 21) A&N expenses to receive non-institutional award for athletics/academics (inc. family) • *22) Allow institutions, conferences or NCAA to pay for academic support, career • counseling or personal development services that support the success of the SA • *23) Allow institutions, conferences or the NCAA to pay for medical and related expenses • *24) Change specific relatives to “relative or individual of a comparable relationship” • *25) Allow institutions to provide entertainment in conjunction w/ competition or practice
Legislation (26-27) • 26) A&N expenses for SA’s representing institution • 27) Allows A&N and “reasonable benefits” associated with national team practice and competition. Also, allow institutions to pay for unlimited number of national team tryouts and championship events.
