Water Resource Management Brief History 1976 – Union Mills Reservoir Project Application was not rejected, rather the State Department of Natural Resources requested additional hydrogeologic study of ground water resources. Decision deferred until ground water resources are exhausted and surface water resources needed (≈Year 2000)

  4. 1979 County Commissioners appointed • Water Resource Study Committee • 1981 – Phase I Study • 1983 – Phase II Study • 1988 Carroll County Water Resources • Study Completed (≈$400,000)

  5. In 1988, after several attempts, Maryland General Assembly adopts legislation granting the Commissioners the ability to “Develop, administer, and enforce a program to protect ground and surface water resources…”

  6. In 1989 the Commissioners adopt a Water Resource Management Program and create a Bureau to develop/implement the program objectives • The first draft of the Water Resource Management Ordinance and Performance Standards are completed in 1990

  7. Numerous amendments to the documents are developed through the 1990’s • Planning Commission Adopts (1992) 100’ Fixed Stream Buffer Requirement for subdivisions only.

  8. In 2003 the Commissioners direct staff to draft new and edit all existing resource protection ordinances/policies • In April 2004 the Commissioners adopt several new and numerous revised ordinances including Chapter 218 of the County Code - Water Resource Management

  9. Consolidation of Resource Planning, Management, Protection & Enforcement Responsibilities • Adoption of a Local Water Resource Management Code • Creation of Capitol Budget

  10. Water Resources • Administer Chapter 218 Water Resource Management Code • Watershed Management and Restoration • Observation Well Program • Sinkhole Program • Water Supply • NPDES Compliance Implementation

Code Requirements • Water resource impact review on all proposed development or redevelopment. • Water resource management areas will be protected from contaminants and activities which pose an adverse effect on general health, safety, and welfare. • Water resource protection easement for all stream buffers and wellhead or well site buffers.

  14. Goals • Ensure high-quality raw water for Baltimore Metropolitan Water Supply System • Address future loadings to reservoirs • Reduce risk of contamination • Promote beneficial patterns of land use in three watersheds

Process to Develop/Collaborate: • Monthly meetings (open to public) • Joint review & comment on technical assessments & plan document; process & strategies by consensus • Facilitation by County • To complete Capacity Management Plan worksheets • To manage consultant interaction • To produce plan document • Guidance by and periodic meetings w/ reps from MDE, MDP, & DNR
