  2. Starting Point • Vulnerability • Homelessness is not just a housing issue • Provision of appropriate housing is a key element in meeting health, care and support needs and in managing risk • To see ourselves as others see us

  3. SLC Homelessness Service – key protocols Joint working agreement with Social Work Resources – working together to prevent and alleviate homelessness GIRFEC information sharing agreement – all children in homeless families should be either receiving an active support service or have someone keeping a watching brief over their wellbeing

  4. Vulnerability and Capacity Health services Substance Misuse services Criminal Justice services Children’s services SW Adult Services Employment and employability services Voluntary sector services

Housing Options – a changing perspective Move from how to respond to vulnerable homeless people to ensuring that vulnerable groups can access and maintain suitable, safe, secure housing SLC developing targeted housing options approaches for young people leaving care, people leaving prison, older people, people experiencing domestic abuse, people with substance misuse issues Generally more awareness of need for housing involvement re services for particular groups, e.g. domestic abuse, women offenders

Housing Support Legislation Legislates for something that largely already in place Focuses on statutory homeless people when homelessness services are trying to shift support to prevention Address the biggest issue for homelessness services in dealing with vulnerable people – how to deal with the most challenging who need health and care services rather than or in addition to housing support?

Opportunities Integration of Health and Social Care services Use of Adult Support & Protection legislation could help to safeguard the most vulnerable GIRFEC and the Early Years Collaborative could be instrumental in ensuring that the detrimental impact of homelessness on children is mitigated All public services to consider in their planning how they will provide services that will meet the needs of homeless people
